Explanation

BACKGROUND:

This legislation authorizes the Director of Public Safety to enter into a contract with KFT Fire Trainer LLC for the repair and preventative maintenance of the Columbus Division of Fire's Burn Building located in the Fire Training Complex.  The Burn Building is used extensively by the Training Bureau for live fire training, and the props used in the current Burn Building are in need of extensive repair/replacement.

EMERGENCY DESIGNATION: Emergency action is requested as funds are needed immediately so that the repairs on the Burn Building can commence upon passage of this ordinance and confirmation of the purchase order.

FISCAL IMPACT:  Funds exist within Public Safety's Capital Improvement Budget, Facilities Renovations Project and General Fund for the repairs and preventative maintenance of the Burn Building, respectively.

To authorize the Director of Public Safety to enter into a contract with KFT Fire Trainer LLC for the repair and preventative maintenance of the Columbus Division of Fire's Burn Building located in Fire's Training Complex; to authorize the expenditure of $30,078.00 from the Safety Voted Bond Fund; to authorize the expenditure of $16,774.00 from the General Fund; and to declare an emergency. ($46,852.00)

Body

WHEREAS, a need exists within the Fire Division to enter into a contract for the repair and preventative maintenance of the Division of Fire's Burn Building located in Fire's Training Complex; and,

WHEREAS, it is necessary to authorize the Director of Public Safety to enter into a contract for the aforementioned repairs and preventative maintenance; and,

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, Division of Fire,  in that it is immediately necessary to authorize this purchase from the Safety Voted Bond and General Fund, for the immediate preservation of the public health, peace, property, safety, and welfare; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Director of Public Safety is hereby authorized to enter into a contract with KFT Fire Trainer LLC for the repair and preventative maintenance of the Columbus Division of Fire's Burn Building located in Fire's Training Complex.

SECTION 2.                     That the expenditure of $46,852.00, or so much thereof as may be needed, is hereby authorized from the Safety Voted Bond Fund 7701 and the General Fund, per the account codes in the attachment to this ordinance.

SECTION 3.                     That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 4. That the City Auditor is authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering such project that the project has been completed and the monies are no longer required for such project.

SECTION 5.   That all funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 6.                     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
