Explanation
 
This legislation authorizes the Finance Director to establish a purchase order for the Division of Sewerage and Drainage, Sewer Maintenance Operations Center for one (1) Case Wheel Loader with Southeastern Equipment Company Inc. PO Box 368, 6390 Shier-Rings Road, Dublin OH 43016. The purchase of the vehicle will be in accordance with the current State of Ohio State Term Schedule Contract (STS), Contract Number STS777515M which expires on March 31, 2007. The City of Columbus does not include this piece of equipment on any Universal Term Contract. The equipment is used to load material at the Sewer Maintenance Operations Center for sewer line maintenance projects.
 
On June 28, 2005, the Sewer Maintenance Operations Center conducted performance testing to evaluate this equipment. A team of (6) City personnel conducted and evaluated the eight (8) companies. The Case model scored highest in the evaluation (ATTACHED).
 
The funding requested on this legislation is based on a quoted dated August 1, 2005 and is the State of Ohio contract pricing.
 
FISCAL IMPACT: $140,044.71 is needed and budgeted for this purchase.

WHEREAS, wishes to purchase one (1) Case Wheel Loader in accordance with the State of Ohio State Term Schedule Contract STS 777515M which expires on March 31, 2007, and
 
WHEREAS, the equipment is used to load material at the Sewer Maintenance Operations Center for sewer line maintenance projects and
 
WHEREAS, the City of Columbus does not include this type of equipment on any Universal Term Contract, and
 
WHEREAS, the Sewer Maintenance Operations Center conducted performance testing on June 28, 2005 that included eight (8) companies, and
 
WHEREAS, Southeastern Equipment Company Inc. scored the highest in said evaluation, and
 
WHEREAS, funding is based on quote dated August 1, 2005 from Southeastern Equipment Company Inc and the quoted prices reflect State of Ohio contract pricing and is on file with the Purchasing Office, and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage so that the equipment can be ordered at the earliest time available for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Finance be and is hereby authorized and directed to establish a purchase order  with Southeastern Equipment Company Inc for the purchase of one (1) Case Wheel Loader for the Division of Sewerage and Drainage, in accordance with State of Ohio State Term Schedule Contract (STS777515M which expires on March 31, 2007.
 
Section 2. That the funding for this legislation is based on quote dated August 1, 2005 from Southeastern Equipment Company Inc and the quoted prices reflect State of Ohio contract pricing and is on file with the Purchasing Office.
 
Section 3. That the expenditure of $140,044.71 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605089, Object Level 1: 06, Object Level 03: 6652.
 
Section 4. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
