Explanation

 

This ordinance authorizes the Director of Public Utilities to enter into a grant agreement with the non-profit organization, Friends of the Lower Olentangy Watershed (FLOW), for mural painting and project coordination services on pump stations along the Olentangy River.

 

The grant will provide an upfront payment to the Friends of the Lower Olentangy Watershed, who will oversee artist outreach, selection and ongoing maintenance. They will engage with local artist through their webpage and social media. In collaboration with DPU, FLOW will review portfolios and select finalist for preliminary designs. Public input will be gathered on the designs through surveys and final decisions will be made by the City of Columbus Department of Public Utilities. FLOW will provide stipends and payments to the selected artist using these granted funds. Flow will also provide touch ups and maintenance in the future.

FISCAL IMPACT: Funding for this grant is available in the Sanitary Sewer Operating Fund. A transfer of appropriation is required.

 

EMERGENCY JUSTIFICATION: The Department of Public Utilities respectfully requests this legislation be considered for emergency action so the grant funds can be distributed and the project can be completed before Winter. 

 

Title

 

To authorize the transfer and expenditure of $48,950.00 within the Sewerage System Operating Fund; to authorize the Director of the Department of Public Utilities to enter into a grant agreement with the Friends of the Lower Olentangy Watershed: and to declare an emergency. ($48,950.00)

 

 

Body

 

WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into a grant agreement with the Friends of the Lower Olentangy Watershed; and

 

WHEREAS, the grant will be used by the Friends of the Lower Olentangy Watershed for mural painting and project coordination services on pump stations along the Olentangy River; and

 

WHEREAS, a transfer of appropriation within the Sewerage System Operating Fund is required; and

 

WHEREAS, this ordinance authorizes funding in the amount of $48,950.00 for this purpose; and

 

WHEREAS, an emergency exists in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, in that it is immediately necessary to authorize the Director of Public Utilities to enter into a grant agreement with the non-profit organization, Friends of the Lower Olentangy Watershed (FLOW), for mural painting and project coordination services and to provide payments so that the project can be completed before Winter weather conditions, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the transfer of $48,950.00 or so much thereof as may be needed, is hereby authorized within Fund 6100, Sewerage Operating Fund, between object classes per the account codes in the attachments to this ordinance.

 

SECTION 2. That the Director of Public Utilities is authorized to enter into a grant agreement with the non-profit organization, Friends of the Lower Olentangy Watershed (FLOW), for mural painting and project coordination services on pump stations along the Olentangy River.

 

SECTION 3. That the expenditure of $48,950.00 or as much thereof as may be needed, is hereby authorized from in Fund 6100 Sewerage System Operating Fund in object class 05 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 5.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
