Explanation
BACKGROUND: The City of Columbus received funds for the Sexually Transmitted Disease (STD) Control grant program from the Ohio Department of Health. The STD Control program enables the Columbus Health Department to identify and prevent sexually transmitted diseases through gonorrhea culture screening, syphilis elimination, gonococcal isolate surveillance, and partner services. Additionally, the Columbus Health Department assures the quality of medical and laboratory services, surveillance, partner services, and data management. All activities are conducted with special emphasis on populations at high risk such as correction facilities, organizations focusing on adolescents, and managed care settings. The Board of Health will contract with Tobias Project, Inc. (02-0620085) to provide community education and training for syphilis elimination. This contractor is not-for-profit and is therefore exempt from certification.
A Request for Proposals was advertised in December, 2006, in accordance with the City's competitive bidding requirements (SA002274). Tobias Project, Inc. was awarded a contract.
Emergency Action is required to ensure the continued operation of the STD Control grant program.
FISCAL IMPACT: This contract is entirely funded by a grant award from the Ohio Department of Health. This grant does not generate revenue or require a City match.

To authorize the Board of Health to enter into a contract with Tobias Project, Inc. for the provision of community education and training for syphilis elimination services for the period January 1, 2007 through December 31, 2007; to authorize the expenditure of $42,011 from the Health Department Grants Fund to pay the costs thereof; and to declare an emergency. WHEREAS, the Columbus Health Department has received funding from the Ohio Department of Health for the STD Control grant; and,
WHEREAS, in order to ensure continued services provisions under the program, it is necessary to enter into a contract with a community service agency for the provision of community education and training for syphilis elimination services; and,
WHEREAS, the contract period is January 1, 2007 through December 31, 2007; and,
WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into a contract with a community service agency for the immediate preservation of the public health, peace, property, safety and welfare, and to ensure the continued operation of the STD Control Program; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized to enter into a contract with Tobias Project, Inc. for the provision of services under the STD Control Grant program, for the period of January 1, 2007 through December 31, 2007.
SECTION 2. That to pay the cost of said contract, the expenditure of $42,011 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department of Health, Department No. 50-01, Grant No. 507003, OCA Code 507003, Object Level One 03, Object Level Three 3337.
SECTION 3. That this contract is awarded in accordance with Sections 329.11 and 329.14 of the Columbus City Code.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
