Explanation
 
BACKGROUND:  Ordinance 2377-2012, passed November 19, 2012, authorized the establishment of  purchase orders with Public Safety Corporation and Pomeroy  IT Solutions to purchase an upgrade to the Division of Support Services- License Section's false alarm application.  The ordinance inadvertently referenced an incorrect vendor (Pomeroy IT Solutions) and Universal Term Contract Number (FL004506).  Instead, the legislation should have referenced ONX USA, LLC (Contract Compliance No. 27-1445264 expires 10-11-2013) and Universal Term Contract Number FL005254. This amendment is to properly reference the vendor as ONX USA, LLC so that the purchase order can be established. All other aspects of ordinance 2377-2012 remain the same.
 
 
EMERGENCY; Emergency designation is requested in order to upgrade the current false alarm application to allow the License Section to begin processing and accepting online payment immediately.

WHEREAS, ordinance 2377-2012, passed November 19, 2012, inadvertently identified an incorrect vendor and Universal Term Contract; and
 
WHEREAS, it is necessary to amend ordinance 2377-2012 to establish the proper vender as ONX USA, LLC instead of Pomeroy IT Solutions to allow the purchase to proceed; and
 
WHEREAS, an emergency exists in the usual daily operation of the Support Services Division, Public Safety Department, in that it is immediately necessary to correct this inadvertently identified vendor and Universal Term Contract so as to authorize the purchase an upgrade to the Division of Support Services- License Section's false alarm application to allow the License Section to begin processing and accepting online payment immediately, thereby preserving the public health, peace, property, safety, and welfare, now, therefore,            
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That ordinance 2377-2012, passed November 19, 2012, be amended in all sections by changing vendor Pomeroy IT Solutions to ONX USA, LLC, and  also, to change the Universal Term Contract in the background information of Section 1 from FL004506 to FL005254.
 
SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor of ten days after passage if the Mayor neither approves nor vetoes the same.
