Title: To authorize and direct the Board of Health to accept additional grant funds from the Ohio Department of Health in the amount of $42,524.00; to authorize the appropriation of $42,524.00 from the unappropriated balance of the Health Department Grants Fund; and to declare an emergency. Explanation
 
The Board of Health has been awarded additional funds from the Ohio Department of Health for the TB Control/Prevention Program grant for the period January 1, 2003 through December 31, 2003. The TB Control/Prevention Program identifies persons with active TB disease to ensure that they complete an appropriate regimen of anti-TB medications; and identifies contacts to persons with active TB to ensure that they receive appropriate follow-up evaluation with treatment for identified disease or latent TB infection.
 
This ordinance will authorize the acceptance of the additional grant award and the appropriation of $42,524 for a total grant award of $184,731.
 
Emergency action is requested to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
 
FISCAL IMPACT:  This additional grant award of $42,524 for the TB Control/Prevention grant increases the total grant award to $184,731. This program is entirely funded by the Ohio Department of Health and will not generate revenue or require a City match.

Body
 
               WHEREAS, additional grant funds have been made available through the Ohio Department of Health for TB Control/Prevention Program grant; and,
 
      WHEREAS, it is necessary to authorize the acceptance and appropriation of the additional grant award; and,
 
      WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
 
      WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to accept additional grant funds from the Ohio Department of Health and to appropriate these funds to the Health Department for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Board of Health is hereby authorized and directed to accept an additional grant award of $42,524 from the Ohio Department of Health for the TB Control/Prevention Program for the period January 1, 2003 through December 31, 2003.
 
SECTION 2. That from the monies in the Fund known as the Health Department Grants Fund, Fund No. 251, and from all monies estimated to come into said fund from any and all sources during the twelve months ending December 31, 2003, the sum of $42,524 is hereby appropriated to the Health Department, Department No. 50-01, as follows:

SECTION 3. That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
