CITY DEPARTMENTS' RECOMMENDATION: Approval. The site consists of a portion of one parcel developed with a single-unit dwelling in the R-1, Residential District. The requested M, Manufacturing District will allow manufacturing or industrial uses. The request is consistent with the South Side Plan’s (2014) land use recommendation for “Industrial” land uses, and will conform a small portion of the site to match the majority of the parcel’s existing Manufacturing zoning district.

WHEREAS, application #Z25-014 is on file with the Department of Building and Zoning Services requesting rezoning of 1.94± acres from the R-1, Residential District, to the M, Manufacturing District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the Columbus South Side Area Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because requested M district is consistent with the South Side Plan’s land use recommendation for “Industrial” uses; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:
2262 REFUGEE RD. (43207), acres located on the north side of Refugee Road; 2,600± feet west of Alum Creek Drive, and being more particularly described as follows:
Situated in the State of Ohio, County of Franklin, City of Columbus, lying in Half Section 37, Township 5, Range 22, Refugee Lands, being part of a 14.16 acre tract conveyed to Mark Shepard, Trustee, by deed of record in Instrument Number 202412120130928, Recorder's Office, Franklin County, Ohio, and being bounded and more particularly described as follows:
Beginning for reference, at a point, at the southwesterly corner of said Half Section 37, in the centerline of Refugee Road (width varies);
Thence South 85°56’06” East, a distance of 1325.50 feet, along the centerline of said Refugee Road, to a point, at the southwesterly corner of said 14.16 acre tract, and the southeasterly corner of a tract of land conveyed to Donald Hughes, by deed of record in Instrument Number 201207230105276, and being the Point of True Beginning;
Thence North 04°18'21" East, a distance of 250.00 feet, along the line common to said 14.16 acre tract, and said Hughes tract, to a point, at the northeasterly corner of said Hughes tract, and the southeasterly residual corner of an original 8.2 acre tract (Parcel No. 3) conveyed to FP LLC, by deed of record in Instrument Number 200710050175393;
Thence South 85°56’06" East, a distance of 338.25 feet, across said 14.16 acre tract, to a point, on the easterly line of said 14.16 acre tract, and on the westerly line of a 8.617 acre tract conveyed to Randall Hall, by deed of record in Instrument Number 201306240106252;
Thence South 04°18'21" West, a distance of 250.00 feet, along the line common to said 14.16 acre and 8.617 acre tracts, to a point, at the southeasterly corner of said 14.16 acre tract, and in the centerline of said Refugee Road;
Thence North 85°56'06" West, a distance of 338.25 feet, along the southerly line of said 14.16 acre tract, and along the centerline of said Refugee Road, to the Point of True Beginning, containing 1.941 acres more or less.
To Rezone From: R-1, Residential District,
To: M, Manufacturing District.
SECTION 2. That a Height District of thirty-five (35) feet is hereby established on the M, Manufacturing District on this property.
SECTION 3. That the Director of the Department of Building and Zoning Services be, and is hereby authorized and directed to make the said changes on the said official zoning map in the office of the Department of Building and Zoning Services.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
