Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with Rediscover Lockbourne in support of the Memorial Wall project.

The Village of Lockbourne plans to construct an iconic Memorial Wall in honor of the Lockbourne/Rickenbacker Air Force Base, its history, and heroes who served there. It will depict, in both image and text, the historical significance of each era of the base from World War II to present day. It will serve as a place for former and current uniformed and nonuniformed heroes and their families who served on the base to reflect on their significant contributions. It will attract visitors to Central Ohio, while providing the community of Lockbourne a place to celebrate its history and culture. And it will educate future generations of the importance and influence the base had on the history of Lockbourne, the Columbus region, and the State of Ohio.

Groundbreaking is expected to take place in August of 2025, with a dedication and unveiling ceremony expected in 2026 to coincide with the 80^th anniversary of the arrival of the Tuskegee Airmen at Lockbourne Air Force Base.

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

Body

WHEREAS, the Village of Lockbourne plans to construct an iconic Memorial Wall in honor of the Lockbourne/Rickenbacker Air Force Base, its history, and heroes who served there; and

WHEREAS, it will educate future generations of the importance and influence the base had on the history of Lockbourne, the Columbus region, and the State of Ohio; and

WHEREAS, groundbreaking is expected to take place in August of 2025, with a dedication and unveiling ceremony expected in 2026 to coincide with the 80^th anniversary of the arrival of the Tuskegee Airmen at Lockbourne Air Force Base; now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with Rediscover Lockbourne in support of the Memorial Wall project.

SECTION 2. That per the action authorized in Section 1 of this ordinance, the expenditure of $10,000.00, or so much thereof as is needed, is hereby authorized per the accounting codes in the attachment to this ordinance.

SECTION 3. That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all agreements/contracts or agreement/contract modifications associated with this ordinance.

SECTION 5. That this ordinance shall take effect at the earliest date allowable by law.
