Explanation
BACKGROUND This ordinance authorizes the Public Service Director to enter into an eight-month contract (July 2003 through February, 2004) for the Facilities Management Division with Dove Building Services for custodial services at the Franklin County Municipal Court Building. Under this contract, services are to be delivered in accordance with predetermined cleaning standards. Eight formal bids (3 MBE) were received on April 28, 2003, as follows:

The original scope of the contract called for six months worth of services. Subsequent to opening the bids the term of services were expanded to eight months. The cost of the contract is also adjusted accordingly to include the two additional months of service.
Fiscal Impact: In prior years, custodial services at the Franklin County Municipal Court Building were part of the management contract for this facility. Funds for the custodial contract were budgeted in 2003 as a component of the overall funding for the management of the Franklin County Municipal Court Building for 2003 ($658,000) and are available in the Facilities Management Division budget. Dove Building Services contract compliance number is 31-0918594 expiration date 12/18/2004.
Emergency action is requested so that custodial services may begin as soon as practical.

To authorize the Public Service Director to enter into a contract for the Facilities Management Division with Dove Building Services for custodial services at the Franklin County Municipal Court Building for the period July 2003 through February 2003, to authorize the expenditure of $171,071.00 from the General Fund, and to declare an emergency. WHEREAS, it is necessary to enter into a contract for custodial services at the Franklin County Municipal Court Building, and
WHEREAS, formal competitive bids were opened on April 28,2003, and
WHEREAS, Dove Building Services is the lowest, most responsive bidder, and
WHEREAS, the length of the contract will be July 1, 2003 through February 28, 2004, and
WHEREAS, an emergency exists in the usual daily operation of the Facilities Management Division, Public Service Department, in that it is immediately necessary to enter into contract with Dove Building Services for custodial services at the Franklin County Municipal Court Building, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director is hereby authorized and directed to enter into a contract for the Facilities Management Division with Dove Building Services for custodial services at the Franklin County Municipal Court Building for the period July 1, 2003 through February 28, 2004.
SECTION 2. That the expenditure of $171,071.00, or so much thereof as may be necessary in regard to the action authorized in Section 1, is hereby authorized as follows:

SECTION 3. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
