Background:
This ordinance authorizes the Director of the Department of Neighborhoods to enter into a grant agreement with The Actions That Matter 4 Youth (ATM4YOUTH) to administer community-based mentorship program for youth in Linden. This program is in alignment with the One Linden Plan implementation to improve the quality of life for residents.
ATM4YOUTH “I am a STEAMist” is a project-based mentorship program that provides tech-enabled products to 5th & 6th graders in Linden to expose youth to career pathways in Science, Technology, Engineering, Arts, and Math. The mission is to create a productive environment for youth to enhance their skillset through conflict resolution, peer-to-peer relationships, critical thinking, decision-making and exposure to out-of-the box career pathways.
This ordinance seeks to allow for the reimbursement of program expenses incurred on or after August 1, 2025, prior to execution of the purchase order. Grant funding for the programming includes the purchase of food and/or non-alcoholic beverage items, which serve the public for the purpose of administering school-based youth programming. Food and/or non-alcoholic beverage purchases will be subject to what is allowable in the grant agreement. Any cost of food and/or non-alcoholic beverage incurred before the effective date of the ordinance will not be reimbursed. Costs will not exceed $15 per person and any purchase of alcohol is strictly prohibited.
This support is in accordance with the relevant provisions of City Code Chapter 329 that relate to not-for-profit service contracts. The services included in this agreement cannot be provided by existing city employees because these services are beyond the City’s current responsibility and capacity to provide.
Fiscal Impact: This ordinance authorizes the expenditure of up to $15,000 from the General Fund.
Emergency Justification: Emergency action is requested to avoid any delay in providing the resources necessary to support the school-based program.

To authorize the Director of the Department of Neighborhoods to enter into a grant agreement with The Actions That Matter 4 Youth in support of the One Linden Plan implementation; and to authorize the expenditure from the General Fund; and to authorize the payment of non-food and beverage related program expenses incurred prior to purchase order execution, beginning August 1, 2025; and to allow food and/or non-alcoholic beverage expenses incurred after the effective date of the ordinance; and to declare an emergency. ($15,000.00)

WHEREAS, The Actions That Matter 4 Youth is working in alignment with the One Linden Plan - Support Student Success Big Idea to improve the quality of life for residents.
WHEREAS, funding for programs will address the needs of residents and the purchase of food and/or non-alcoholic beverage items at various outreach events and school-based programming, which serve the public for the purpose of community engagement to advance equity access to services; and
WHEREAS, food and/or beverage purchases will be subject to what is allowable in the respective grant agreements. Costs will not exceed $15 per person and any purchase of alcohol is strictly prohibited. Any cost of food and non-alcoholic beverage incurred before the effective date of the ordinance will not be reimbursed; and
WHEREAS, program expenses incurred on or after August 1, 2025, prior to execution of the purchase order, will be reimbursable; and
WHEREAS, an emergency exists in the daily operation of the Department of Neighborhoods in that it is immediately necessary to authorize the Director of the Department of Neighborhoods to enter into a grant agreement with The Actions That Matter 4 Youth to avoid delay in providing the services and resources necessary to serve residents and the school-based program, all for the immediate preservation of public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Neighborhoods is authorized to enter into a non-profit grant agreement with The Actions That Matter 4 Youth in support of programming that aligns with the One Linden Plan to improve the quality of life for residents.
SECTION 2. That per the action authorized in Section 1 of this ordinance, the expenditure of up to $15,000.00, is hereby authorized per the accounting codes in the attachment to this ordinance.
SECTION 3. That program expenses incurred prior to the date of the purchase order but in no event before August 1, 2025, are reimbursable.
SECTION 4. That Columbus City Council deems the expenditure of food and non-alcoholic beverage to be a proper public purpose. Any cost of food and non-alcoholic beverage incurred before the effective date of the ordinance will not be reimbursed. Food and beverage related expenditures will be subject to what is allowable in the grant agreement and shall not exceed $15 per person.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that these contracts are properly accounted for and recorded accurately on the City’s financial records.
SECTION 7. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be enforced from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
