Explanation
 
1.      BACKGROUND:
 
      A.      Need.  This legislation authorizes the Director of Public Utilities to establish a purchase order for Lawn Maintenance (mowing) in Zones 1, 2, and 3, from the current Universal Term Contract (UTC), for the Division of Sewerage and Drainage.  The additional sites developed under the capital improvements program and now requiring lawn maintenance result in a contract exceeding the $100,000 limit established in CCC Section 329.07(g), thus requiring this legislation.
 
      B.      Contract Compliance No.:  311432478
 
      C.      Type of Business Enterprise:  Majority.
 
      D.      Emergency Designation:  Emergency designation is not requested.
 
 
2.      FISCAL IMPACT:
 
      A.      Budget Information:  The FY2006 Budget allocates a total of $215,000 for this purpose.
 
      B.      Historical Data:  Amounts appropriated to this purpose in recent years are as follows:

3.      PROJECT LOCATION:

Title
 
To authorize the Director of Public Utilities to establish a Purchase Order with Hickman Lawn Care, Inc., for Lawn Maintenance in Zones 1, 2, and 3 from the current citywide contract for the option to purchase such services, for the Division of Sewerage and Drainage; and to authorize the expenditure of $169,465.00 from the Sewerage System Operating Fund ($169,465.00)
 
 
 
 
 
Body
 
      WHEREAS,       the Division of Sewerage and Drainage requires Lawn Maintenance services for the proper operation and maintenance of its facilities; and
 
      WHEREAS, provision of Lawn Maintenance services by contract has been determined to be the most cost-effective means of providing mowing for the Division; and
 
      WHEREAS, the City's Purchasing Office has bid these services for a City-wide option contract (UTC) under Solicitation #SA001527, and established such contract via Ordinance No. 0571-2005; and
 
      WHEREAS, it is necessary to authorize the Director of Public Utilities to execute a purchase order to provide Lawn Maintenance services for the Division in FY2006; Now, Therefore,
 
      BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      Section 1.  That the Director of Public Utilities be, and hereby is, authorized to execute a purchase order with Hickman Lawn Care, Inc., 2809 Harrisburg Station Lane, Grove City OH 43123, for Lawn Maintenance in Zones 1, 2, and 3, for the Division of Sewerage and Drainage, in accordance with the terms and conditions of the established city-wide contract to purchase such services, pursuant to Solititation #SA001527, and established under authority of Ordinance No. 0571-2005.
 
      Section 2.  That the said firm shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
 
      Section 3.  That the expenditure of $169,465.00, or as much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund 650, Department 60-05, to pay the cost of this contract, as follows:
