Explanation
BACKGROUND:
Need: The City of Columbus Division of Police has been awarded funding through the S.T.O.P. Violence Against Women Act (VAWA) 2003 Initiative. The grant funding will enhance and continue existing Sexual Assault Squad (SAS) services through the purchase of specialized investigative, office and communications equipment, and supplies. The City must act as subgrantee to the Franklin County Board of Commissioners through the Justice Programs Unit according to the federal grant guidelines. Therefore, the mayor is required to sign a subgrantee award and contract document to accept the award on behalf of the City.
Emergency Designation: Emergency legislation is necessary to expedite the acceptance and expenditure of the awarded funds in the limited project period ending December 31, 2004.
FISCAL IMPACT:
There is no impact for the General Fund Account. The City through the Division of Police will provide an in-kind match for the grant.

To authorize and direct the Mayor of the City of Columbus to accept a subgrantee award and enter into a contract with the Franklin County Board of Commissioners via the Justice Programs Unit for a FY2003 Violence Against Women Act (VAWA) Grant, to authorize an appropriation of $13,661.00 from the unappropriated balance of the General Government Grant Fund to the Division of Police to cover the costs of the Sexual Abuse Squad FY2003 VAWA Grant project and to declare an emergency. WHEREAS, the City of Columbus Division of Police has been awarded a FY2003 Violence Against Women Act Grant to enhance and continue existing CPD Sexual Assault Squad (SAS) services; and
WHEREAS, the grant funding is for needed specialized investigative, office and communications equipment, and supplies; and
WHEREAS, the grant has a limited project period ending December 31, 2004; and
WHEREAS, emergency designation is needed to expedite the acceptance and expenditure of the awarded funds; and
WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to authorize the Mayor to accept a FY2003 VAWA Grant for the CPD Sexual Abuse Squad (SAS), and to authorize an appropriation for the FY2003 SAS VAWA Grant Project for the preservation of the public health, peace, property, safety and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Mayor of the City of Columbus be and is hereby authorized and directed to enter into contract with the Franklin County Board of Commissioners to accept a Fiscal Year 2003 Violence Against Women Act subgrantee award for the Sexual Abuse Squad Project.
Section 2. That from the unappropriated monies in the General Government Grant Fund, and from all monies estimated to come into said fund from any and all souces and unappropriated for any other purposes during the project period, the sum of $13,661.00 is appropriated as follows:

Section 3. That the monies appropriated in the foregoing Section 2 shall be paid upon order of the Director of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
