Explanation
BACKGROUND:  The Division of Fire was awarded a grant from the Department of Homeland Security to purchase thirty-six (36) tactical ballistic vests and helmets from Vance's Law Enforcement of Columbus. These vests and helmets are Protech APV Tactical Vests and Protech Delta 4 helmets which are equal to the equipment Columbus Police Department's SWAT teams currently use.  The Protec equipment meets all requirements of specifications of ballistic protection. This equipment will be utilized by all members of the Division's Bomb Squad and Canine Teams for use in any possible explosive incidents and searches. The Bomb Squad's current vests have exceed the expiration date of five (5) years. The total cost of this equipment is $85,625.28, the payment of which will be issued by Franklin County, on behalf of the Department of Homeland Security and Ohio Emergency Management Agency. The City of Columbus and Franklin County entered into an Intergovernmental Agreement via Ordinance 2757-2014 to enable this type of purchase.
This legislation will authorize and direct the Director of Finance and Management to execute those document necessary for the acquisition of this equipment.
Bid Information:  Pricing for this purchase has been obtained from an existing Universal Term Contract (UTC) between the City of Columbus and Vance's Law Enforcement (SA005087/FL005707). This purchase between the City of Columbus and Vance's Outdoors Inc. is authorized by Ordinance 2313-2013.
Contract Compliance:      Vance Outdoors Inc. ~ 54-2072038 (exp. 12/13/2015)
 
Emergency Designation:    The Division of Fire request emergency legislation so that the purchase of the equipment may conclude prior to expiration of the grant period.
 
FISCAL IMPACT:  This ordinance authorizes the Director of Finance and Management to use an existing Universal Term Contract with Vance Outdoors, Inc. to procure tactical ballistic vests and related equipment in the amount of $85,625.28 for the Division of Fire using State Homeland Security grant funds currently held by Franklin County.

WHEREAS,  the Division of Fire needs to acquire tactical ballistic vests and related equipment for it's Bomb Squad; and
 
WHEREAS,  the Division of Fire has been awarded a grant from the Department of State Homeland Security to purchase said equipment; and
 
WHEREAS,  this acquisition is being made with Vance Outdoors, Inc. in accordance with the terms and conditions of an existing Universal Term contract (SA005087/FL005707); and
 
WHEREAS,  an emergency exists in the usual daily operations of the Division of Fire, Department of Public Safety, in that it is immediately necessary to authorize and direct the Director of Finance and Management to execute those documents necessary for the acquisition of said equipment prior to the expiration of the grant period, for the preservation of the public health, peace, property, safety and welfare; Now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Finance and Management be and is hereby authorized to execute those documents necessary to use an existing Universal Term contract with Vance Outdoors, Inc. for the acquisition of tactical ballistic vests for the Columbus Division of Fire.
 
SECTION 2.   That there is no City related expenditure associated with this ordinance; grant funds from the Department of State Homeland Security are being administered via Franklin County in the amount of $85,625.28.
 
SECTION 3.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
