Explanation
Background:
This ordinance will authorize the Director of the Recreation and Parks Department to enter into contract to purchase approximately 9.75 acres of land along Big Walnut Creek. This property is south of Nafzger Park and North of Helsel Park and is contiguous to other city owned property along the creek. Property will be used to preserve and buffer the stream as well as future trail development. The purchase price is $25,600.00 and closing costs of $3,500.00 bring the total amount of the legislation to $29,100.00.
Emergency legislation is requested in order to meet the closing schedule outlined in the purchase contract.
Fiscal Impact - $29,100.00 is required and budgeted in the Voted 1995 and 1999 Parks and Recreation Bond Fund to meet the financial obligation of this purchase.

To authorize the Director of the Recreation and Parks Department to execute those documents necessary to purchase approximately 9.75 acres of land along Big Walnut Creek, South of Nafzger Park and North of Helsel Park, to pay all costs associated with the purchase of said land, to authorize the expenditure of $29,100.00 from the Voted 1995 and 1999 Parks and Recreation Bond Fund, and to declare an emergency. WHEREAS, the City of Columbus desires to purchase 9.75 acres of land along Big Walnut Creek, South of Nafzger Park and North of Helsel Park; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to purchase said property for the preservation of the public peace, property, health and safety; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Recreation and Parks Department be and is hereby authorized and directed to enter into a contract to purchase approximately 9.75 acres of land along Big Walnut Creek, South of Nafzger Park and North of Helsel Park.
SECTION 2. That the expenditure of $29,100.00, or so much thereof as may be necessary, be and is hereby authorized from the Voted 1995 and 1999 Parks and Recreation Bond Fund No. 702, as follows, to pay the cost thereof.

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after its passage if the Mayor neither approves nor vetoes the same.
