Explanation
BACKGROUND: Contract No. DL005357 authorized the expenditure of $163,814 to Columbus AIDS Task Force to provide Health Education and Risk Reduction Services. There has been an increase in demand for these services and additional funds are needed to allow for continued services. Changes to the current contract will be in Scope of Services and Compensation. The cost of the modification for these additional services will not exceed $37,199 for a total contract cost of $201,013.Emergency action is requested in order to avoid a delay in providing client services.
FISCAL IMPACT: Funding for this contract modification is budgeted in the 2003 Health Department Grants Fund.

To authorize the Board of Health to modify and increase a contract with Columbus AIDS Task Force for the provision of Health Education and Risk Reduction Services, to authorize the expenditure of $37,199 from the Health Department Grants Fund to pay the cost thereof, and to declare an emergency. WHEREAS, Contract No. DL005357 authorized the expenditure of $163,814 to Columbus AIDS Task Force to provide Health Education and Risk Reduction Services; and,
WHEREAS, additional work is needed to continue these services through December 31, 2003; and,
WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to modify and increase said contract with Columbus AIDS Task Force for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to modify Contract No. DL005357 with Columbus AIDS Task Force to provide Health Education and Risk Reduction Services for the period ending December 31, 2003, in an amount not to exceed $37,199.
SECTION 2. That the expenditure of $37,199 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department of Health, Department No. 50-01, Object Level One 03, Object Level Three 3337, OCA No. 503005.
SECTION 3. That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
