Explanation

This ordinance authorizes the Director of the Department of Technology, on behalf of various City departments, to enter into a contract with Cornerstone OnDemand, Inc. for maintenance and support of the City's learning management system. The term of this contract will be 12/15/2024 through 12/14/2025 at a total cost of $245,762.70.

 

The Cornerstone OnDemand software is used by various City departments and divisions, including Public Utilities, Human Resources, Public Service and Fleet Management, to manage their respective training requirements.  The original contract was authorized by ordinance 2490-2015, which was passed by City Council on December 7, 2015. It was most recently authorized by Ordinance 2832-2023, passed by City Council on October 30, 2023.

 

The City's learning management system is a proprietary system from Cornerstone OnDemand, Inc., and as such, the city must purchase annual maintenance services from Cornerstone OnDemand, Inc.  Therefore, this ordinance is being submitted in accordance with the provisions of sole source procurement of the City of Columbus Codes, Section 329.

 

FISCAL IMPACT

Funds for this contract are available and budgeted in Information Services operating fund, a portion of which is budgeted in the direct charge allocations for various city departments.

Title

Body

WHEREAS, various City departments use the Cornerstone OnDemand learning management system for training purposes; and

 

WHEREAS, the current contract with Cornerstone OnDemand for the above-described service expires on December 14, 2024; and

 

WHEREAS, the Department of Technology wishes to enter into contract with Cornerstone OnDemand to continue to receive the above-described service; and

 

WHEREAS, this ordinance is submitted in accordance with sole source provisions of the Columbus City Codes; and

 

WHEREAS, it is necessary to authorize the Director of the Department of Technology to enter into contract with Cornerstone OnDemand, Inc., on behalf of various City departments, for annual maintenance and support of Cornerstone OnDemand’s learning management system for the preservation of the public health, peace, property and safety; NOW THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Technology, on behalf of various City Departments, be and is hereby authorized, to enter into contract with Cornerstone OnDemand, Inc., for annual maintenance and support services for the term of one year, beginning on December 15, 2024 and ending on December 14, 2025 at a cost of $245,762.70.

 

SECTION 2. That the expenditure of $245,762.70 or so much thereof as may be necessary, is hereby authorized to be expended as follows in the attachment to this ordinance. (See attachment 2715-2024EXP).

 

SECTION 3. That the City Auditor is authorized to make any changes to revise the funding source for any contract or contract modifications associated with this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. This ordinance is being submitted in accordance with the provisions of sole source procurement of the Columbus City Code Chapter 329.

 

SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
