Explanation
Background:
This legislation authorizes the Director of the Department of Neighborhoods, on behalf of the City, to enter into a not-for-profit service contract with the Neighborhood Design Center (NDC). NDC is currently working in coordination with the City Department of Neighborhoods to implement elements of the One Linden, Envision Hilltop, and Eastland for Everyone community plans and provide general consulting services to the Department of Neighborhoods.
This legislation seeks to authorize the Department of Neighborhoods to enter into a not-for-profit service contract in an amount up to $50,100.00 from the General Fund (GF).
The Columbus Neighborhood Design Center is a non-profit that provides affordable design and planning services to help revitalize underserved communities. Their mission is to promote economic prosperity and an enriched quality of life through the rediscovery and revitalization of the built environment in underserved communities. Their team of design professionals and students utilize design thinking, public engagement, project visioning, and advocacy in the pursuit of these aspirations.
This legislation seeks to allow for the reimbursement of expenses incurred prior to the PO date but not before March 1, 2025.
This support is in accordance with the relevant provisions of City Code Chapter 329 that relate to not-for-profit service contracts. The services included in this agreement cannot be provided by existing city employees because these services are beyond the City’s current responsibility and capacity to provide.
Fiscal Impact: The fiscal impact associated with the execution of the not-for-profit service contract is in an amount up to $50,100.00 and is to come from Fund 1000 General Fund (GF).
Emergency Justification: Emergency action is requested to prevent delays in on-going projects needed to advance community plan implementation and support area commissions.

To authorize the Director of Neighborhoods to enter a not-for-profit service contract with the Neighborhood Design Center for work associated with the implementation of the One Linden, Envision Hilltop, and Eastland for Everyone community plans and general consulting services; to authorize the expenditure from the General Fund; to allow for reimbursement of expenses incurred prior to the date of the purchase order but not before March 1, 2025; and to declare an emergency. ($50,100.00)
Body
WHEREAS, the City is supportive of the Linden, Hilltop, Eastland communities and wishes to expand programs and services to better serve the neighborhoods; and
WHEREAS, the City commissioned comprehensive community plans in an effort to revitalize the Linden, Hilltop, and Eastland communities; and
WHEREAS, the Director of the Department of Neighborhoods seeks to enter into a not-for-profit service contract with Neighborhood Design Center to implement elements of the One Linden, Envision Hilltop, and Eastland for Everyone community plans and provide general consulting services to the Department in an amount up to $50,100.00; and
WHEREAS, the Department seeks to authorize an expenditure in an amount up to $50,100.00 from the General Fund; and
WHEREAS, the Department seeks to authorize the reimbursement of expenses incurred prior to the date of the purchase order but not earlier than March 1, 2025; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Neighborhoods in that it is immediately necessary to authorize the Director of the Department of Neighborhoods to enter into contract with the Neighborhood Design Center and to allow the Neighborhood Design Center to prevent delays in on-going projects needed to advance community plan implementation and support area commissions, all for the immediate preservation of the public health, peace, property, safety and welfare; and now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Neighborhoods be, and hereby is, authorized to enter into a not-for-profit contract with the Neighborhood Design Center for general services that will further the implementation of the comprehensive community plans of the One Linden, Envision Hilltop, and Eastland for Everyone community plans.
SECTION 2. That the expenditure of $50,100 or so much thereof as may be needed, is hereby authorized in Fund 1000 in object class 03, Contractual Services, per the accounting codes in the attachment to this ordinance.
SECTION 3. That expenses incurred prior to the date of the purchase order but in no event before March 1, 2025, are reimbursable.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
