Explanation
This legislation authorizes the Director of the Department of Public Safety to enter into contract with the Africentric Personal Development Shop Inc. (APDS)  This contract will allocate $100,000.00 from the General Fund to support "Collective Action for Youth and Community Development" (CAYCD), a program that will provide coordinated services for youth and families within a targeted area.  CAYCD is a strategy developed by the Neighborhood Safety Working Group (NSWG) to serve as a demonstration/pilot model to implement one of the key components of the Mayor's Anti-Violence Plan.
 
Twenty-four community providers have agreed to collaborate and form a "Council" to coordinate services for families and youth who reside in a targeted area bounded by Mooberry Street, Whittier Street, Parsons Avenue, and Rhoades Avenue.  CAYCD will collectively provide and implement a comprehensive network of intervention and prevention programs, focusing primarily on families and youth less than 22 years of age, to decrease violence and victimization in a targeted area.
 
The Africentric Personal Development Shop Inc. will serve as the coordinating agency for the "Council" of community providers.  The funds will support the third administrative costs of a three - year plan for the administration of CAYCD.
 
This legislation is presented as an emergency to ensure that the program continues operations in a timely manner
 
FISCAL IMPACT: Funds for this project are budgeted  at $100,000 within the Department of Public Safety, Safety Director's Budget. The contract in 2005 was for $100,230 and $100,000 in 2006.
 
 
Title

Body
WHEREAS, the City of Columbus has agreed to support the Africentric Personal Development Shop Inc. in implementing the "Collective Action for Youth and Community Development" program; and
 
WHEREAS, the program is a strategy identified and further developed by the NSWG and serves as a demonstration/pilot model in which twenty-four community providers have agreed to collaborate and form a "Council" to provide coordinated services for youth and families living within a targeted area; and
 
WHEREAS, the Director of the Department of Public Safety desires to enter into contract with Africentric Personal Development Shop Inc. for implementation of a comprehensive network of intervention and prevention programs, focusing primarily on families and youth less than 22 years of age, to decrease violence and victimization in a targeted area; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, in that it is immediately necessary to enter into contract with Africentric Personal Development Shop Inc. to ensure the timely implementation of one of the key parts of the Mayor's anti-violence plan, for the preservation of the public peace, property, safety, and welfare; NOW, THEREFORE,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of the Department of Public Safety is hereby authorized to enter into contract with Africentric Personal Development Shop Inc. for the purpose of continuing a comprehensive network of intervention and prevention programs for families and youth less than 22 years of age, to decrease violence and victimization in a targeted area.
 
Section 2.  That for the purpose as stated in Section 1, the expenditure of $100,000.00, or so much thereof as necessary, be and is hereby authorized to be expended from the Department of Public Safety, Division No. 30-01, General Fund, Fund 010, Object Level One 03, Object Level Three 3337, OCA Code 300111.
 
Section 3. That this contract is to be awarded pursuant to Section 329.15 of the Columbus City Codes, 1959 as amended.
 
Section 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
