Explanation
 
Background:  This legislation authorizes the City to enter into a contract in an amount up to $391,969.20 for the Long Street Gateway project and to pay construction inspection costs up to $54,826.00.  This improvement details construction on Long Street from Jefferson Avenue to Willow Street (see the attached map) and work at Hamilton Avenue just north of East Broad Street and at Atcheson Street and Saint Clair.  The work involves sidewalks, curbs, street lights, decorative steel arch, welcoming signs and other associated work.  The estimated Notice to Proceed date is March 1, 2006.  This project is to be constructed by June 1, 2006.  The project was let by the Transportation Division and was advertised in the City Bulletin and Dodge Report.  Fourteen bidders/suppliers were solicited (eleven majority, three minority) and six bids were received (five majority, one minority) and tabulated on December 29, 2005 as follows:

Award is to be made to G. Marchi & Son, LLC, CC# 31-1632119 (expiration 2/25/2006), as the lowest responsive, responsible and best bidder.
 
Fiscal Impact:  Funding for this project is budgeted within the Transportation Division as part of the Urban Infrastructure Program and is available within the 1995, 1999 Voted Streets and Highways Fund for this work.
 
Emergency action is requested in order to complete the work in time for a national arts conference to be held in the area.

Body
 
WHEREAS, bids were received on December 29, 2005, and tabulated on December 29, 2005, for the Long Street Gateway project; and
 
WHEREAS,  the lowest responsible, responsive and best bid was chosen; and
 
WHEREAS, it is necessary to provide for construction inspection costs; and
 
WHEREAS,  an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that the Public Service Director must be immediately authorized to enter into contract for the construction of the Long St Gateway Improvements so that the work may proceed without delay and be completed in time for an upcoming festival, thereby preserving the public health, peace, safety and welfare; now, therefore
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Public Service Director be and is hereby authorized to enter into a contract with G. Marchi & Son, LLC, 1009 East 5th Avenue, Columbus, Ohio 43201  for the construction of the Long Street Gateway project in the amount of $391,969.20, for the Transportation Division in accordance with the specifications and plans on file in the office of the Director of Public Service, which are hereby approved; to obtain and pay for the necessary inspection costs associated with the project up to a maximum of $54,826.00.
 
SECTION 2.  That for the purpose of paying the cost of the contract and inspection, the sum of $446,795.20 or so much thereof as may be needed, is hereby authorized to be expended from 1995, 1999 Voted Streets and Highways Fund, no. 704, for the Transportation Division, Dept./Div. 59-09, OCA Code 644385, Object Level Three 6631 and project 440005.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
