Explanation
 
The purpose of this ordinance is to authorize the Director of Finance and Management to enter into contract with FYDA Freightliner Columbus, Inc. for the purchase of two (2) Tandem Axle Dump Trucks for the Division of Sewerage and Drainage, Sewer Maintenance Operations Center.  These vehicles will be used for various rehabilitation and maintenance projects for the division.  
 
These trucks will replace Brass Tags #BT-18789 and BT-18790.  These units do not have green features.  The equipment has been approved by the City of Columbus, Fleet Management Division.
 
The Purchasing Office opened formal bids on February 10, 2011.  Fifty-two (52) bids were solicited (2-MBE) and two (2) bids were received.  A tabulation of those bids is attached.
 
SUPPLIER:  FYDA Freightliner Columbus, Inc. (31-0789102) Expires 9-22-12
 
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
 
FISCAL IMPACT: $222,430.00 is needed for this purchase.
 
2010 expenditures for the Division of Sewerage and Drainage is $750,292.90.
2009 expenditures for the Division of Sewerage and Drainage is $1,137,993.57.

Body
 
WHEREAS, the Division of Sewerage and Drainage, Sewer Maintenance Operations Center has a need to purchase two (2) Tandem Axle Dump Trucks to replace aging trucks, and
 
WHEREAS, the Purchasing Office opened formal bids on February 10, 2011.  Fifty-two (52) bids were solicited (2-MBE) and two (2) bids were received, and
 
WHEREAS, the Division of Sewerage and Drainage recommends an award to be made to the lowest, responsive, and responsible bidder FYDA Freightliner Columbus, Inc., and
 
WHEREAS, this equipment will be used for various sewer rehabilitation and maintenance projects performed by the Sewer Maintenance Operations Center, and
WHEREAS, the trucks being purchases have been approved by the City of Columbus Fleet Management Division and replaces Brass Tag #BT-18789 and BT-18790, and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage to authorize the Finance and Management Director to issue a contract in accordance with the terms, conditions, and specifications of Solicitation Number: SA003831 on file in the Purchasing Office, thereby preserving the public health, peace, property, safety, and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Finance and Management be and is hereby authorized to establish a purchase order with FYDA Freightliner Columbus, Inc. for the purchase of two (2) Tandem Axle Dump Trucks for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.
 
Section 2. That the expenditure of $222,430.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605089, Object Level 1: 06, Object Level 03: 6652.
 
Section 3.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
