Title: To amend ordinance 3230-2025 to accommodate upfront payment distribution, and to declare an emergency. ($0.00)

Explanation 

 

This ordinance authorizes an amendment to ordinance 3230-2025 in order to accommodate a need to provide upfront funding.

 

Emergency action is requested in order to avoid any delay in the distribution of funds.

 

FISCAL IMPACT: No additional funding is required.  

 

Title 

 

To amend ordinance 3230-2025 to accommodate upfront payment distribution, and to declare an emergency. ($0.00) 

 

Body 

 

WHEREAS, this ordinance amends previously-adopted ordinance 3230-2025 in order to accommodate a need to provide upfront funding; and 

 

WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize this amendment in order to avoid any delay in the distribution of funds, all for the immediate preservation of the public health, peace, property, safety and welfare; and now therefore, 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS: 

 

SECTION 1. That SECTION 2 of the Ordaining Section of Ordinance 3230-2025 be and hereby is amended as follows with additions in underline and deletions in strikethrough:

 

SECTION 2. That this ordinance shall take effect at the earliest date allowable by law.That payment shall be made to recipients in advance of recipients incurring costs.

 

SECTION 2.  That the existing SECTION 2 of Ordinance No. 3230-2025 is repealed


SECTION 3. 
That new SECTION 3 is hereby added to the Ordaining Section of Ordinance 3230-2025 as underlined below:

 

SECTION 3. That this ordinance shall take effect at the earliest date allowable by law.

 

SECTION 4.  That except as provided herein, all other provisions of Ordinance No. 3230-2025 shall remain in full force and effect; it is the intent of City Council that Ordinance No. 3230-2025 and this Ordinance be construed together as a single instrument, as appropriate.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
