Explanation
BACKGROUND: Collector Wells 101, 103, 104 & 115 were constructed in 1978 and constitute the primary raw water source for the Parsons Avenue Water Plant. Changes in drawdown in well 115 in August 2004 prompted a shutdown and video inspection of the wells. Portions of laterals in all four wells were determined to be collapsed or in imminent danger of collapse. A major collapse in any of these four wells would affect the ability of the Parsons Avenue Water Plant to supply water to the distribution system. This legislation provides for the abandonment and replacement of the deteriorated laterals in each well.
The procurement of this contract was conducted in accordance with Section 329.09.
Competitive bids were received and opened at the office of the Director of Public Utilities on November 17, 2004. Of the two (2) bids received, the lowest responsive, responsible and best bidder was Reynolds, Inc.

Title
To authorize the Director of Public Utilities to enter into a contract with Reynolds, Inc. for the Parsons Avenue Water Plant Miscellaneous Improvements - Rehabilitation of Collector Wells 101, 103, 104 & 115, for the Division of Water, to authorize the expenditure of $1,381,485.00 from the Waterworks Enlargement Voted 1991 Bonds Fund, to authorize the City Auditor to transfer funds within the Waterworks Enlargement Voted 1991 Bonds Fund, to amend the 2004 C.I.B. and to declare an emergency. WHEREAS, the Director of Public Utilities did receive and open bids on November 17, 2004 for the Parsons Avenue Water Plant Miscellaneous Improvements - Rehabilitation of Collector Wells 101, 103, 104 & 115 for the Division of Water, Department of Public Utilities, and
WHEREAS, a satisfactory low bid has been received, and
WHEREAS, It is required in the usual daily operation of the Division of Water, Department of Public Utilities, to increase authority for the Parsons Avenue Water Plant Miscellaneous Improvements - Rehabilitation of Collector Wells 101, 103, 104 & 115., and
WHEREAS, an emergency exists in the usual daily operations of the Division of Water, Department of Public Utilities in that it is immediately necessary to authorize the Director of Public Utilities to enter into a Contract with Reynolds, Inc., for the Parsons Avenue Water Plant Miscellaneous Improvements - Rehabilitation of Collector Wells 101, 103, 104 & 115; it has been determined that portions of laterals in all four wells are collapsed or are in imminent danger of collapse, and a major collapse in any of these four wells would affect the ability of the Parsons Avenue Water Plant to supply water to the distribution system, therefore emergency legislation is being requested due to the urgency of this work, for execution of the work and for the preservation of public health, peace, property safety and welfare, now, therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the Director of Public Utilities be and is hereby authorized to enter into a Contract with Reynolds, Inc., in the amount of $1,381,485.00 for the Parsons Avenue Water Plant Miscellaneous Improvements - Rehabilitation of Collector Wells 101, 103, 104 & 115 for the Division of Water, Department of Public Utilities, Contract No. 1071, on the basis of the lowest responsive and responsible and best bid received on November 17, 2004.
Section 2. That for the purpose of paying the cost thereof, the expenditure of $1,381,485.00 is hereby authorized from Waterworks Enlargement Voted 1991 Bonds Fund No. 606, Department of Public Utilities, Division of Water, Dept./Division No. 60-09, Object Level Three 6623, Project No. 690291, OCA Code 691291.
Section 3. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project; that the project has been completed and the monies are no longer required for said project except that no transfer shall be so made from a project account funded by monies from more than one source.
Section 4. The City Auditor is hereby authorized and directed to transfer funds from within the Waterworks Enlargement Voted 1991 Bonds Fund, Fund No. 606, Department of Public Utilities, Division of Water, as follows:

Section 6.
