Explanation

 

This legislation authorizes the Director of the Department of Public Utilities to execute a new license agreement with Ohio Department of Natural Resources (ODNR) for the operation and maintenance of the raw water pump station and 54-inch pipeline located at the Alum Creek Reservoir.

The Division of Water (DOW) owns and operates a raw water pump station and a 54-inch pipeline located downstream, of the Alum Creek Reservoir. The property the pump station and a portion of the pipeline are on is owned by the US Army Corp of Engineers and managed by the Ohio Department of Natural Resources. DOW utilizes Alum Creek Reservoir as a supplemental water supply for the HAP Cremean Water Plant and uses the Alum Creek Pump Station to transfer up to seventy (70) million gallons per day of raw water from the Alum Creek Reservoir via a 54-inch pipeline to the Hoover Reservoir.

The Alum Creek Pump Station and Underground 54-inch Water Main PKS25-020 provide supplemental water supply from Alum Creek Reservoir to the HAP Cremean Water Plant. This additional water supply is essential to ensuring the Division of Water continues to meet the needs of a growing community by delivering high quality drinking water to Columbus and surrounding communities.

This agreement was entered into by the authority of Ordinance 1663-71, passed on November 15, 1971.  This agreement is set to expire October 21, 2025. This new agreement will be for an additional twenty-five (25) years, which may be renewed for one (1) additional 25-year term. The date to begin after the agreement has been signed by both parties.

To authorize the Director of the Department of Public Utilities to execute a new license agreement with Ohio Department of Natural Resources; and to authorize the expenditure of $15,000.00 from the Water Operating Fund. ($15,000.00)

 

Body

 

WHEREAS, The City of Columbus, Division of Water (DOW) would like to execute a new license agreement with ODNR for the operation and maintenance of the raw water pump station and 54-inch pipeline located at the Alum Creek Reservoir; and

 

WHEREAS, Division of Water has an existing 50-year license agreement from ODNR for the pump station and pipeline which will expire October 21, 2025. The term for the new license agreement shall be for 25-years, which may be renewed for one (1) additional 25-year term; and

 

WHEREAS, The Alum Creek Pump Station and Underground 54-inch Water Main PKS25-020 provides supplemental water supply from Alum Creek Reservoir to the HAP Cremean Water Plant. This additional water supply is essential to the Division of Water continuing to meet the needs of a growing community by delivering high quality drinking water to Columbus and surrounding communities; and

 

WHEREAS, it has become necessary in the usual daily operations of the Department of Public Utilities to authorize the Director of Public Utilities to execute a new license agreement with Ohio Department of Natural Resources; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Public Utilities is hereby authorized to execute a new license agreement with Ohio Department of Natural Resources.

 

SECTION 2.  That the expenditure of $15,000.00, or so much thereof as may be needed, be and us hereby authorized per the accounting code in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
