Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to modify and increase an agreement with Ohio Mulch Supply Inc.(EL005441) for the purposes of providing Yard Waste and Log Grinding Services for the Division of Sewerage and Drainage, Compost Facility. The contract is for one year expiring on January 31, 2007 and includes contract language of extending the contract period for two (2) additional years on a year to year basis. The Division of Sewerage and Drainage is in its 2nd year of the 3 year agreement. The contract was extended per Ordinance Number 1569-2005. The new expiration date will be January 31, 2008. This is the last extension available on this contract.
Currently the Compost Facility has a Universal Term Contract that provides the purchase of woodchips to be used as bulking agents for composting. This contract will be an alternative source for bulking agents. The awarded supplier will grind up yard waste and logs that have been delivered to the Compost Facility by various means.
The Director of Public Utilities opened formal bids on September 29, 2004. Four (4) bids were received. A tabulation of those bids follows:

The apparent low bidder, Kurtz Brothers, was deemed non-responsive to the specifications. All bidders were required to submit samples of logs they ground into wood chips with their proposed equipment. The end product produced by Kurtz was 70% sawdust size material and only turned 30% of the log was turned into chips. The specifications called for ground wood waste not to exceed 50%. Kurtz's ground wood waste was 70%.

WHEREAS, the Director of Public Utilities opened bids on September 29, 2004 for Yard Waste and Log Grinding Services for the Division of Sewerage and Drainage, Compost Facility and four (4) bids were received, and
WHEREAS, the apparent low bidder, Kurtz Brothers, was deemed non-responsive to the specifications. WHEREAS, the Division of Sewerage and Drainage recommended an award for the service to the next low bidder, Ohio Mulch Supply Inc. and the contract allows for two (2) contract extensions on a year to year basis and
WHEREAS, this is the last extension available on this contract; now, therefore
WHEREAS, this service will be used as an alternate source of wood chips to be used for bulking agent for composting, and
WHEREAS, the Division of Sewerage and Drainage wishes to extend and increase EL005441 creating a new expiration date of January 31, 2008, and
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and is hereby authorized to modify and increase an agreement with Ohio Mulch Supply Inc. for Yard Waste and Log Grinding Services for the Division of Sewerage and Drainage.
Section 2. That the expenditure of $60,000.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605899, Object Level 1: 03, Object Level 03: 3374.
Section 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
