Explanation
Background: This ordinance authorizes the City Attorney to enter into the third year of a three year contract with LexisNexis, a division of Reed-Elsevier, Inc., for the provision of on-line legal research services. The City Attorney’s office selected LexisNexis because it best meets the needs of the City Attorney’s office. The services will be for access to on-line legal research which includes Lexis Advance, Accurint for Government, CCH Labor Arbitration, and Lexis for MS Office.
The original contract was authorized by Ordinance 0906-2015 (passed 05/06/2015) and the contract had one modification authorized by Ordinance 3078-2015 (passed 12/16/2015). The second year of the contract was authorized by Ordinance 1378-2016 (passed 06/09/2016).
The cost will increase by approximately 2% in the third year. The total annual costs are: $58,025.20 for the first year, $62,514.96 for the second year, and $63,762.72 for the third year. We were able to negotiate an extremely competitive price and lock it in for a three year period.
Fiscal Impact: The cost of the third year of this contract, for the period of 06/01/17 through 05/31/18, will be $63,762.72. These funds are included in the City Attorney's 2017 approved General Fund and Land Acquistion budgets.

WHEREAS, Ordinance 0906-2015 which passed 05/06/2015 authorized the City Attorney's Office to enter into a three year contract with LexisNexis, a division of Reed Elsevier, Inc., for on-line legal research services; and
WHEREAS, Ordinance 3078-2015 which passed 12/16/15 authorized the modification of the original contract to add five users to the on-line legal research services; and
WHEREAS, the City Attorney's Office would like to enter into the third year of said contract; and
WHEREAS, the City Attorney's Office has selected a subscription package which provides the required services for a flat fee rate of $63,762.72 for the third year of a three year contract, 06/01/17 through 05/31/18, and
WHEREAS, it has become necessary in the usual daily operation of the City Attorney's Office to authorize the City Attorney to enter into the third year of the contract with LexisNexis to ensure uninterrupted availability of necessary on-line legal research services at an economical flat-fee rate and for the preservation of public peace, property, health, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
SECTION 1. That the City Attorney be and hereby is authorized to enter into the third year of a three year contract with LexisNexis a division of Reed Elsevier, Inc. for on-line legal research services. The third year term will be 06/01/17 through 05/31/18.
SECTION 2. That the expenditure of $63,762.72 or so much thereof as may be needed in regard to the action authorized in Section 1, is hereby authorized in Fund 1000 General Fund and Fund 5525 Land Acquisition in object class 03 Contractual services per the accounting codes in the attachment to this ordinance.

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. This ordinance shall take effect and be in force from and after the earliest period allowed by law.
