Explanation
Background: Phase I of the Seven-County Regional Growth Strategy, conducted under contract by Mid-Ohio Regional Planning Commission and its consultant, concluded in April 2004 with a workshop among regional stakeholders in which alternative growth scenarios for the region were unveiled and participants ranked strategies dealing with growth challenges. Phase II of the Regional Growth Strategy will result in a Conceptual Development Framework illustrating a preferred approach to future development of the seven-county central Ohio region. Phase II of the Regional Growth Strategy will integrate such recent planning efforts as MORPC's Long Range Transportation Plan, COTA's Vision 2020, and the work of the 21st Century Growth Policy Team.
Emergency action is requested so that the contract with MORPC can be executed immediately.
Fiscal Impact: City Council amended the 2005 budget to earmark funds specifically for "effective services" initiatives, for use in part for policy studies and policy development as represented by the work described above. The entire cost of this contract-$122,500-is deemed eligible for funding from that account, which is part of the Citywide account within the Department of Finance. However, because a prior ordinance inadvertently tapped funds within the Citywide account when the intent was to have accessed funds within another account created in Council amendments, the Jobs Growth Fund, this ordinance incorporates expenditure correction action within Section 5 below to bring both accounts into proper balance.

To authorize the transfer of $42,500 within the General Fund from the Department of Finance to the Development Department; to authorize the appropriation of $80,000 to the Development Department within the Jobs Growth Fund; to authorize the Director of the Department of Development to enter into a contract with the Mid-Ohio Regional Planning Commission; to authorize the expenditure of $42,500 from the General Fund; to authorize the expenditure of $80,000 from the Jobs Growth Fund; and to declare an emergency. WHEREAS, during the next 20 years some 500,000 people will move into the seven-county area with nearly 300,000 expected to settle in Franklin County; and
WHEREAS, the future of Columbus is tied directly to the rest of the region; and
WHEREAS, it is appropriate to continue the work of the Regional Growth Strategy; and
WHEREAS, Phase II of the Regional Growth Strategy will build on the work of the 21st Century Growth Policy Team and other local and regional planning efforts; and
WHEREAS, Phase II of the Regional Growth Strategy will result in the preparation of a Conceptual Development Framework illustrating a preferred approach to future development of the seven-county central Ohio region including general location of preferred types of growth; and
WHEREAS, Phase II of the Regional Growth Strategy will be completed in early 2006; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to appropriate and transfer funds and enter into a contract with Mid-Ohio Regional Planning Commission for the preservation of the public health, peace, property, safety and welfare; now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor be and is hereby authorized and directed to transfer $42,500 within the General Fund, from the Department of Finance, Department 45, Object Level One 10, Object Level Three 5501, OCA 904508 to the Development Department, Planning Division, Division No. 44-06, Object Level 03, Object Level Three 3336, OCA Code 440334.
Section 2. That the City Auditor be and is hereby authorized and directed to appropriate $80,000 in the Jobs Growth Fund, Fund 015, to the Development Department, Planning Division, Division No. 44-06, Object Level One 03, Object Level Three 3336, OCA Code 446015.
Section 3. That the Director of Development is hereby authorized to enter into a contract with the Mid-Ohio Regional Planning Commission for Phase II of the Regional Growth Strategy.
Section 4. That the expenditure of $42,500 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Department of Development, Planning Division, Division No. 44-06, General Fund, Fund 010, Object Level One 03, Object Level Three 3336, OCA Code 440334.
Section 5. That the expenditure of $80,000 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Department of Development, Planning Division, Division No. 44-06, Jobs Growth Fund, Fund 015, Object Level One 03, Object Level Three 3336, OCA Code 446015.
Section 6. That this contract is awarded in accordance with Chapter 329.15 of the Columbus City Codes, 1959.
Section 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
