Explanation

 

This legislation authorizes the Director of Public Utilities to modify the existing contract with Gable Elevator for elevator maintenance services for the Division of Sewerage and Drainage (DOSD). The authorizing ordinance is Ordinance No. 3347-2022.  The contract modification includes extending the contract for an additional year, from February 22, 2023, to February 21, 2024, with the option for two more one-year renewal periods, contingent upon mutual agreement, availability of budgeted funds, and approval by City Council. The modification also covers the funding necessary for the elevator maintenance services during the extended period.

 

The contract modification will continue to provide elevator maintenance services for DOSD facilities, including the Southerly Wastewater Treatment Plant, Jackson Pike Wastewater Treatment Plant, and Sewer Maintenance Operations Center Facility. The scope of work includes inspection, testing, troubleshooting, maintenance, repair or replacement of failed components, and software updates for the elevators and associated equipment.

 

The economic impact of the contract modification lies in ensuring the proper functioning of the elevators, which aids in the operation of plant processes and equipment, ensuring the safety of personnel, and avoiding budget impacts due to equipment failure. To authorize the Director of Public Utilities to modify the existing contract with Gable Elevator for elevator maintenance services at various Department of Public Utilities, Division of Sewerage and Drainage facilities; to authorize the expenditure of $160,000.00 from the Sewer Operating Sanitary Fund for the first renewal period. ($160,000.00)

 

Body

 

WHEREAS, there is an ongoing need for elevator maintenance services at various Department of Public Utilities, Division of Sewerage and Drainage facilities, specifically at the Sewer Maintenance Operations Center and Southerly and Jackson Pike Wastewater Treatment Plants, and other department sites may be added in the future; and

 

WHEREAS, the Department of Public Utilities solicited competitive bids for the services in accordance with the relevant provisions of Chapter 329 of City Code Code and RFSQ023154 was opened on November 16, 2022 and two (2) bids were received, one which was deemed non responsive; and

 

WHEREAS, the Department of Public Utilities recommends that an award be made to the lowest, responsible and responsive bidder: Gable Elevator; and

 

WHEREAS, the contract was originally bid as a one (1) year contract with the option for three (3) renewal years, and the first renewal period is from February 22, 2023, to February 21, 2024, contingent upon mutual agreement, availability of budgeted funds, and approval by City Council; and

 

WHEREAS, the expenditure of $160,000.00, or so much thereof as may be needed, is hereby authorized in Fund 6100, Sewer Operating Sanitary Fund, as the first-year renewal cost for elevator maintenance services, per the accounting codes in the attachment to this ordinance; and

 

WHEREAS, Gable Elevator is the lowest, responsible, and responsive bidder for the elevator maintenance services, and the work performed to date has been satisfactory and aligns with the original contract scope; and

 

WHEREAS, the economic advantages of this contract modification lie in ensuring proper elevator functioning, which is critical for the smooth operation of plant processes and equipment, thereby avoiding budget impacts due to equipment failure and ensuring personnel safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Utilities is hereby authorized to modify the existing contract with Gable Elevator, 804 Busch Court, Columbus, OH 43229, for elevator maintenance services at various Division of Sewerage and Drainage facilities. The contract modification will extend the contract for an additional year from February 22, 2023, to February 21, 2024, with the option for two more one-year renewal periods, contingent upon mutual agreement, availability of budgeted funds, and approval by City Council.

 

SECTION 2. That the expenditure of $160,000.00, or so much thereof as may be needed, is hereby authorized in Fund 6100, Sewer Operating Sanitary Fund, as the first-year renewal cost for elevator maintenance services, with $60,000.00 for materials and $100,000.00 for labor, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
