Explanation
BACKGROUND:
This ordinance authorizes the Franklin County Municipal Court Judges to modify a one-year contract, subject to four one-year renewal periods (currently in year three of four), with Microgenics Corporation DBA Thermo Fisher Scientific for the rental of a chemistry analyzer. The court has enough funds left on the year two contract to cover year three and needs to modify the time frame. The contract end date would extend from 3/31/26 to 3/31/27.
The chemistry analyzer will be used to process randomized and instant drug testing for defendants and probationers. The Court previously contracted with an outside vendor in an alternate location to perform drug testing. After reviewing the Court’s drug testing procedures and needs, the decision was made to move the service into the Courthouse. The court will employ two employees to run the drug testing lab.

WHEREAS, it is necessary that the Franklin County Municipal Court provide drug testing services; and
WHEREAS, it is necessary to modify the contract with Microgenics Corporation DBA Thermo Fisher Scientific for the rental of a chemistry analyzer so that the Court may continue to provide drug testing services without interruption; and
WHEREAS, an emergency exists in the usual daily operation of the city, to authorize the Administrative and Presiding Judge of the Franklin County Municipal Court to modify the contract and authorize the extended time frame with Microgenics Corporation DBA Thermo Fisher Scientific for the rental of a chemistry analyzer; for the immediate preservation of the public health, peace, property, safety, and welfare, NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Administrative and Presiding Judge of the Franklin County Municipal Court be and is hereby authorized to modify the contract with Microgenics Corporation, DBA Thermo Fisher Scientific, for the rental of a chemistry analyzer for the period ending March 31, 2027.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
