Explanation
 
Background:
An application is being submitted to the Ohio Public Works Commission for a Clean Ohio Funds Program grant.        
 
The application is for $335,000.00 for stream restoration and riparian corridor protection in the Glen Echo Ravine, tributary of the Olentangy River.   
 
The match of 31% or $104,200.00, will be from Recreation and Parks Capital Improvements Program dollars.      
 
Emergency action is requested so timing for seasonal work in low water volume months can be contracted and project can proceed in a timely manner.
 
Fiscal Impact:
$335,000.00 in grant funding is being applied for and requested from the Clean Ohio Funds Program administered by the Ohio Public Works Commission.

Body
 
      WHEREAS, the Ohio Public Works Commission is accepting applications for a Clean Ohio Funds Program grant; and
 
      WHEREAS, the Recreation and Parks Department wishes to apply for siad funding for stream restoration and riparian corridor protection in the Glen Echo Ravine, tributary of the Olentangy River,; and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to submit said grant application for the preservation of public health, peace, property and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to submit a grant application in the amount of $335,000.00 to the Ohio Public Works Commission for a Clean Ohio Funds Program grant.
 
      SECTION 2.   That this ordinance authorizes an application only and is not a commitment to expend City funds.  A second ordinance to authorize the grant is required before the City will obligate its funds.
 
      SECTION 3.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
