Explanation
1. BACKGROUND
This ordinance authorizes the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the Universal Term Contract for renovation of the Traffic Management Center located at 1881 E. 25th Avenue, Columbus, Ohio 43219, for the Department of Public Service, Division of Traffic Management and Division of Infrastructure Management.
The Department of Public Service, Divisions of Traffic Management and Infrastructure Management are responsible for maintaining safety on Columbus roadways. This includes installation of signs, application of pavement markings, signal maintenance, traffic monitoring, traffic engineering, filling potholes, street sweeping, mowing, alley resurfacing, and snow and ice removal. The Traffic Management Center houses employees within the Divisions of Traffic Management and Infrastructure Management. The Divisions have a need to renovate the Traffic Management Center to add an office and recapture additional space from the lobby entrance area to create workspace for employees working in the building. The City has a multiple year Universal Term Contract established for this type of renovation under RFQ028293 with four vendors: 2K General Co., Marker Inc., Old Fashioned, and The Righter Co. All four vendors were invited to bid on the project. 2K General Co. is the only vendor to attend the walk-through.
The following Purchase Agreement association requires approval by City Council in order to expend more than $100,000.00 on a Universal Term Contract, per City Code 329.19(g):
2K General Co, PA007978: Building maintenance and repair services, expires 1/31/2028.
Searches in the System for Award Management (Federal) and the Findings for Recovery list (State) produced no findings against 2K General Co.
2. CONTRACT COMPLIANCE INFORMATION
The contract compliance number for 2K General Co. is CC005739 and expires 8/25/2027.
3. FISCAL IMPACT
Funds are budgeted and available for this expenditure from the Street Construction Maintenance and Repair Fund, Fund 2265.
4. EMERGENCY DESIGNATION
The department requests emergency designation for this legislation so that the time-sensitive quote is valid and the renovation can be completed as soon as possible to ensure appropriate workspace is available for employees working in the building.

To authorize the Director of Finance and Management to associate all General Budget reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for renovation of the Traffic Management Center with 2K General Co.; to authorize the expenditure of up to $146,753.48 from the Street Construction Maintenance and Repair Fund; and to declare an emergency. WHEREAS, the Department of Public Service, Divisions of Traffic Management and Infrastructure Management, are responsible for maintaining the safety on Columbus roadways; and
WHEREAS, the Purchasing Office established PA007978 with 2K General Co.; and
WHEREAS, the Division of Traffic Management desires to enter into contract for renovation of the Traffic Management Center to ensure appropriate workspace for employees working in the building; and
WHEREAS, the Director of Finance and Management will associate all general budget reservations with the appropriate universal term contracts with 2K General Co. in accordance with the terms, conditions and specifications of PA007978 on file in the Purchasing Office; and
WHEREAS, City Council approval is required to expend more than $100,000.00 on a Universal Term Contract without bidding the purchase; and
WHEREAS, it is necessary to authorize the expenditure of up to $146,753.48 with 2K General Co. for renovation of the Traffic Management Center; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Public Service in that it is immediately necessary to authorize the Director of Finance and Management to associate all general budget reservations with the appropriate universal term contracts with 2K General Co. while the time-sensitive quote is valid so that renovation can be completed and be available as soon as possible to ensure work space is available for employees working in the building, thereby preserving the public health, peace, property, safety, and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. City Council authorizes the expenditure of more than $100,000.00 with 2K General Co., on Universal Term Contract PA007978, Building maintenance and repair services.
SECTION 2. That the Director of Finance and Management be and is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for renovation of the Traffic Management Center for the Department of Public Service, Divisions of Traffic Management and Infrastructure Management.
SECTION 3. That the expenditure of $146,753.48, or as much thereof as may be necessary, is hereby authorized in Fund 2265 (Street Construction Maintenance and Repair Fund), Dept-Div 5913 (Division of Traffic Management) and 5911 (Division of Infrastructure Management) in Object Class 03 (Professional Services) per the account codes in the attachment to this ordinance.
SECTION 4. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for reasons stated in the preamble hereto, where is hereby made a part hereof, this ordinance is hereby declared an emergency measure, which shall take effect and be in force from and after its passage and approved by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
