Explanation
BACKGROUND: This legislation authorizes the Public Service Director to enter into a contract on behalf of the Transportation Division for a professional services engineering contract for the Urban Infrastructure Recovery Fund General Engineering 2005 project with Columbus Engineering Consultants, Inc. in the amount of $500,000.00. The project locations are chosen through a partnership between the Development Department and City of Columbus Area Commissions. The projects developed under this program are typically small to moderate size improvements requested thru the Area Commissions within neighborhood areas and frequently include a significant emphasis on aesthetics items such as utility relocations and landscaping. The services will include producing engineered construction drawings for various projects that are primarily within the public right-of-way. A professional services contract for engineering is needed to assure timely completion of the designs as the Transportation Division does not maintain adequate staff or all of the various engineering disciplines necessary to complete such designs in house.
The selection process for this professional services contract was completed in accordance with provisions of Sections 329.12 and 329.14 of the Columbus City Code 1959. Letters of Interest were received from eighteen (18) firms seeking consideration for this project. After review of their initial proposals, six (6) firms were invited to respond to a more detailed RFP established for this project.
The evaluation committee determined that the top three ranked firms (Columbus Engineering Consultants, Inc., DLZ Ohio, Inc., and EMH&T, Inc.) were qualified to complete this project. The Director of Public Service has determined that Columbus Engineering Consultants, Inc., contract compliance number 31-0716498 (expires 4/11/08), submitted the best overall proposal for this work.
Fiscal Impact: The Transportation Division budgeted $500,000.00 in the 2005 Capital Improvements Budget for General Engineering services for Urban Infrastructure Recovery Fund (UIRF) projects. This ordinance authorizes $500,000.00 within the Voted 1995, 1999 Streets and Highways Fund for general engineering services. Actual funds will be available after the Fall 2005 bond sale.

WHEREAS, there is a need to provide professional engineering design services in support of the Urban Infrastructure Recovery Fund (UIRF) program; and
WHEREAS, the Transportation Division received and evaluated proposals in accordance with the provisions of Section 329.14 of the Columbus City Codes, 1959; and
WHEREAS, the Transportation Division recommends acceptance of the proposal submitted by Columbus Engineering Consultants, Inc.; now therefor
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and hereby is authorized to enter into a professional services contract for the Transportation Division with Columbus Engineering Consultants, Inc., 840 Michigan Avenue, Columbus, Ohio 43215 for engineering services associated with the Urban Infrastructure Recovery fund General Engineering 2005 project.
SECTION 2. That the expenditure of $500,000.00, or so much thereof as may be needed, be and hereby is authorized from the 1995, 1999 Voted Streets and Highways Fund, Fund 704, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6682, OCA Code 644385 and project 440005.
Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
