Explanation

 

BACKGROUND:  CME Federal Credit Union (“CME”) was founded in 1935 by City of Columbus Firefighters with a mission to provide affordable finance options for fellow firefighters and to give back to the community in which firefighters live and work.  CME has chosen to donate to the Columbus Fire Division Training Academy labor, materials and supplies to update the front lobby and gym (graduation) area of the Academy.  The items being donated shall consist of new signage, front lobby furniture and paint to update the lobby area and gym (graduation area) of the Facility.  (See Exhibit A Award Letter and Renovation Plan attached to and incorporated herein for a complete listing of items covered by the donation.)  CME represents that the value of this donation is $25,000.00.

 

CME will be solely responsible for all improvements to city property and delivery of donated items to the City to complete the renovations contemplated by the donation.  All improvements and donated items upon installation and/or delivery shall irrevocably become the property of the City free of mechanic liens for which the City shall have the option to hold or dispose of at any time.

 

The City of Columbus, Division of Fire requests authority to accept the donation of labor, materials and supplies from CME Federal Credit Union as set forth on Exhibit A to update the front lobby and gym (graduation) area of the Training Academy and authority to grant a right of entry access to CME Federal Credit Union to provide the labor, materials and supplies contemplated by the donation.

Emergency Designation:  The Division of Fire requests emergency legislation to allow the Division of Fire to immediately accept the donated materials from CME Federal Credit Union. CME may withdraw the offer of the donated items if they are not accepted in a timely manner. This donation will allow for the timely commencement of renovations on the front lobby area of the Training Academy and gym.

 

FISCAL IMPACT:  This ordinance authorizes the acceptance of a donation from CME Federal Credit Union and to grant right of entry access on city property to CME Federal Credit Union to provide services contemplated by the donation.  There is no required City match and no immediate financial impact to the City of Columbus.  CME Federal Credit Union represents that the donated labor, materials and supplies are valued at $25,000.00.

Body

 

WHEREAS, CME Federal Credit Union has indicated their desire to donate labor, materials and supplies to provide signage, furniture and paint to the Division of Fire Training Academy for renovations of the front lobby and gym of the Columbus Fire Division Training Academy; and

 

WHEREAS, a right of entry access to CME Federal Credit Union is necessary so that the labor, materials and supplies contemplated by the donation may be installed and delivered; and

 

WHEREAS, with this donation of signage, furniture and paint, there is no required City match and no immediate financial impact to the City of Columbus; and

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Public Safety, Division of Fire, in that it is immediately necessary to authorize the Fire Chief to accept this donation of signage, furniture and paint to prevent the withdrawal of the offer to donate the items if not accepted in a timely manner and to allow for the timely commencement of renovations to the Division of Fire Training Academy’s front lobby and gym, all for the immediate preservation of the public health, peace, property, safety, and welfare; and NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

SECTION 1. That the Director of the Department of Public Safety, Division of Fire be and is hereby authorized and directed to accept a donation of signage, furniture and paint from CME Federal Credit Union which CME Federal Credit Union represents is valued at $25,000 for use at the Division of Fire Training Academy for the renovations of the front lobby area and gym; and CME Federal Credit Union is hereby granted a right of entry access upon city property to provide the labor, materials and supplies contemplated by the donation.

 

SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
