Explanation
BACKGROUND: This ordinance authorizes the Finance and Management Director to enter into contract for the Office of Construction Management with Allen Ballew General Contractor, Inc. for the renovation of the security office located at City Hall, 90 West Broad Street. Upon completion, the guard shack will be torn down and security operations will be relocated to the current break room in the basement. The break room will be relocated to the Santa Maria room on the first floor of City Hall, as authorized by Ordinance 0661-2008, passed April 21, 2008. The outside wall will be removed and replaced with a revolving door to be used as an employee entrance. In addition, an ADA (Americans with Disabilities Act) door will be installed. The roof over the guard shack will be restored to match the original design. This project is necessary in order to provide adequate accommodations for security personnel and to increase security for users of City Hall.

FISCAL IMPACT: Sufficient funding is available in the Construction Management Capital Improvement Budget, City Hall Renovation. The cost of this contract is $430,757.00.

WHEREAS, it is necessary to renovate the security office at 90 West Broad Street, City Hall; and
WHEREAS, said renovation will provide adequate accommodations for security personnel, while increasing security for users of City Hall; and
WHEREAS, Allen Ballew General Contractor, Inc. is the most responsive, responsible, and best bidder to complete the renovation of this room; and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Allen Ballew General Contractor, Inc. for the renovation of the security office, thereby ensuring that necessary construction is not delayed and important functions for City residents are completed in a timely manner, thereby preserving the public health, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to enter into contract for the Office of Construction Management with Allen Ballew General Contractor, Inc., for the renovation of the security office, located at City Hall, 90 West Broad Street.
SECTION 2. That the expenditure of $430,757.00, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
