Explanation                     

Background:  This ordinance authorizes the City Clerk to enter into a grant agreement with Tailor Made 4 Success, Inc. in support of their Tailor Made Teen program.

 

The mission of Tailor Made 4 Success is to empower men in Franklin County who are actively seeking employment by providing them with professional attire, coaching, and job readiness programs to boost their confidence and help them secure and retain meaningful employment.

 

This grant will support Tailor Made’s new program for teens, which includes workshops on:

                     Interview preparation

                     Self-care

                     Professional presentation

                     Attire selection

                     Job readiness

The workshops include a deep dive into men’s suiting and professional attire for various occasions. A hands-on session on selecting suits and professional attire with a variety of fit and style considerations is included. Tailor Made 4 Success, Inc. will partner with local retailers, boutiques, and donation programs to source suits and professional attire for workshop participants. Tailor Made will schedule individual fitting sessions for each participating to ensure proper attire selection. Tailor Made will provide alterations on the selected professional attire to ensure proper fit. The workshops aim to serve about twenty students. A fundraiser will be held in order to raise funds for the program, and up to $3,000.00 of food and non-alcoholic beverage expenses are authorized under this grant. In addition, the grant funds may support supplies and services for the program and the fundraiser event, the cost of professional attire for program participants, venue and A/V equipment services, and marketing and videography costs.

 

Because the Tailor Made Teen program began in mid-March, expenses dating back to March 1, 2024 may be eligible for reimbursement under this grant.

 

Fiscal Impact: Funding is available within the Job Growth subfund.

 

Emergency Designation: Emergency action is requested in order to provide timely financial support of the Tailor Made Teens program, which began on March 12, 2024.

($20,000.00)

 

Body

WHEREAS, Columbus City Council seeks to promote policies and programs that provide job readiness and opportunities for local students and young adults; and

 

WHEREAS, Tailor Made 4 Success is providing job and interview readiness training in addition to professional suiting services to Columbus teens through the Tailor Made Teen workshops; and

 

WHEREAS, an emergency exists in the Clerk's Office in that it is immediately necessary to authorize this agreement to ensure the timely support of job readiness and professional attire services for local teens; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with Tailor Made 4 Success, Inc. in support of their Tailor Made Teen program, in an amount not to exceed $20,000.00.

 

SECTION 2.  That the City Auditor is hereby authorized and directed to appropriate $20,000.00 in the Job Growth subfund, fund 1000, subfund 100015, to the City Clerk per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the expenditure of $20,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Job Growth subfund, fund 1000, subfund 100015 per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That up to $3,000.00 of said expenditure may be for food and non-alcoholic beverage purchases and that City Council finds such expenditure to be for a proper public purpose.  No expenditure may be made for alcoholic beverage purchases.

 

SECTION 5.  That expenses incurred on or after March 1, 2024 may be reimbursed.  However, expenses for food and non-alcoholic beverage may be reimbursed only from and after the effective date of this ordinance.

 

SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
