Explanation

This ordinance authorizes the City Clerk to enter into a service contract with Indigov Corporation.

 

Columbus City Council has selected the Indigov CRM Platform as its platform for managing constituent engagement. This software is an important management tool in the effective and proactive communication with constituents. The solution is custom built for public officials, and allows staff and public officials to efficiently triage incoming communications, reply to those messages, and conduct communication and data analysis.

 

Fiscal Impact: Funding to support this contract is available within the Neighborhood Initiatives subfund.

 

Emergency action is requested in order to undertake implementation as early as possible in 2025.

 

Title

To authorize the City Clerk to enter into a service contract with Indigov Corporation for implementation of a constituent relationship management platform; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; to waive the competitive bidding provisions of Columbus City Codes; and to declare an emergency. ($73,420.00)

 

Body

WHEREAS, Columbus City Council has selected the Indigov CRM Platform as its platform for managing constituent engagement; and

 

WHEREAS, this software is an important management tool in the effective and proactive communication with constituents; and

 

WHEREAS, the solution is custom built for public officials, and allows staff and public officials to efficiently triage incoming communications, reply to those messages, and conduct communication and data analysis; and

 

WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize the City Clerk to enter into a contract with Indigov Corporation in order to undertake implementation as early as possible in 2025, for the immediate preservation of the public health, peace, property, safety and welfare; and now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is authorized to enter into a service contract with Indigov Corporation for implementation of a constituent relationship management platform.

 

SECTION 2. That the Auditor is hereby authorized and directed to appropriate $73,420.00 within the Neighborhood Initiatives subfund per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That per the action authorized by Section 1 of this ordinance, the expenditure of $73,420.00 within the general fund, fund 1000, subfund 100018, is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That the competitive bidding provisions of Section 329 of Columbus City Codes are hereby waived.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
