Explanation
BACKGROUND: The Parking Violations Bureau has a contract with ACS State and Local Solutions Inc. to provide parking ticket processing services for the City of Columbus. The contract requires the supplier to provide a complete turnkey system, including but not limited to hardware, software, supplies, pay-by-phone and pay-by-web services. The original contract was submitted and approved beginning on March 1, 2003. The contract allowed for the option of four one year renewals, this is the fourth and final renewal permitted for this contract. The Contract compliance number for ACS is 131996647, expiring 06/01/2008. This legislation authorizes the modification and extension of the contract in an amount not to exceed $415,000.00
FISCAL IMPACT: Funds for this modification and extension where budgeted for in the 2007 Operating Budget. Ordinance #0169-2003 in the amount of $543,441.00 estabilished the original contract. Ordinance #0415-2004 for $378,000.00, ordinance #1717-2004 for $50,000.00, ordianance #0233-2005 for $599,500.00, ordinance #0222-2006 for $609,200.00 and ordianance #1884-2006 for $90,000.00 established the modifications. The original contract and all modifications including this legislation total $2,685,141.00.

To authorize the Public Service Director to modify and increase the current contract with ACS State and Local Solutions Inc. to provide parking violations processing services; and to authorize the expenditure of $415,000.00 from the General Fund. ($415,000.00)

WHEREAS: A need exists in the daily operation of the Parking Violations Bureau in that it is necessary to modify, extend and increase by $415,000.00 the existing contract with ACS State and Local Solutions Inc., for parking violation processing services to be paid thru February 29, 2008; and
WHEREAS: ACS State and Local Solutions Inc. has agreed to modify and extend contract EL006552 00 under the same terms and conditions; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS.
SECTION 1. That the Public Service Director be and is hereby authorized to modify Contract EL006552 with ACS State and Local Solutions Inc., by extending the expiration date to February 29, 2008, and by increasing the contract by $415,000.00.
SECTION 2. That the increase of $415,000.00 is authorized to be expended from the General Fund, Sub fund 010, Public Service, Department No. 59-06, OCA Code 590644, Object Level One 03, Object Level three, 3336 to pay the cost thereof.
SECTION 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
