Explanation
This ordinance amends the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by abolishing, retitling, or modifying the pay grades of several class titles in accordance with Civil Service Commission or Human Resources actions; by updating the 5-34 pay structure; and by repealing the tuition reimbursement repayment minimum time period requirement.
Fiscal Impact: None.
Emergency Designation: Emergency action is recommended in order to allow for expedient implementation to immediately enact changes by the Civil Service Commission and the Department of Human Resources.

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 4(C) to update the 5-34 pay structure for employees whose classifications would otherwise be assigned to a union; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(D) to retitle the classification of Safety Manager (1718) to Occupational Safety and Health Manager (1718) based on previous Civil Service Commission action, and to place the classification in Section 5(E) and to assign it to Pay Grade 92; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to repeal the classification of Aging Programs Administrator (0873) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to repeal the classification of Aging Programs Assistant Administrator (0887) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to retitle the classification of Assistant Director (Sustainability/Regulatory Compliance) (U) (0060) to Assistant Director (Regulatory Compliance/Sustainability/Finance) (U) (0060) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to retitle the classification of Technology Director/CIO (U) (0100) to Chief Information Officer (CIO) (U) (0100) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to retitle the classification of Parking Services Division Administrator (0231) to Mobility and Parking Services Division Administrator (0231) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of City Treasurer (U) (0157) to Pay Grade 97; and
WHEREAS, it is necessary to amend the Management Compensation Plan by repealing Section 7(E)(8) to eliminate the tuition reimbursement repayment minimum time period requirement, and to renumber successive paragraphs as appropriate; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend certain provisions of the Management Compensation Plan in order to meet obligations to employees, departments, and the Civil Service Commission, by amending the established pay plan by June 29, 2026, for the immediate preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Sections 4(C), 5(D), 5(E), and 7(E) of Ordinance No. 2713-2013 are hereby amended to read as follows according to the attached document:

SECTION 2. That existing Sections 4(C), 5(D), 5(E), and 7(E) of Ordinance No. 2713-2013, as amended, are hereby repealed.
SECTION 3. That this Council recognizes that the amendments to Ordinance No. 2713-2013, as amended, are done for the purpose of increasing employee recruitment and retention and therefore authorizes same, finding the amendments to constitute a proper public purpose.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
