Explanation
This modification is for engineering services that include the upgrade of certain aspects of the present HVAC system in order to obtain better control between the upstairs balcony area versus the lower lobby and restrooms at the Adventure Center. Thermostatic control for the north end of the facility (both upper exercise area and lower areas) are via thermostats located on the upper area which causes discrepancies and complaints. Also, the modification will add better air flow control and energy conservation for the two south air handlers with variable speed drives.
Kramer Engineers, Inc. was originally selected for this project from proposals received from seven (7) engineering firms (0049-2009). It was determined that the proposal from Kramer Engineers, Inc. far exceeded the other firms, and therefore was selected based on experience, availability, and knowledge of project site.

To authorize the Director of Recreation and Parks to modify the contract with Kramer Engineers, Inc. for professional services related to the HVAC Improvements at Various Locations 2009 project in which this modification will improve controls between the upstairs balcony area versus the lower lobby and restrooms at the Franklin Park Adventure Center; to authorize the expenditure of $3,800.00 from the Voted Recreation and Parks Bond Fund. ($3,800.00)

WHEREAS, it is necessary to modify the contract with Kramer Engineers, Inc. for professional services in conjunction with the HVAC Improvements at Various Locations 2009 Project; and
WHEREAS, the modification will improve controls between the upstairs balcony area versus the lower lobby and restrooms at the Franklin Park Adventure Center; and
WHEREAS, Kramer Engineers, Inc. was selected based on experience, availability and knowledge of the project site; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to modify the contract with Kramer Engineers, Inc. for professional services in conjunction with the HVAC Improvements at Various Locations 2009 Project, in accordance with plans and specifications on file in the Recreation and Parks Department.
SECTION 2. That the expenditure of $3,800.00 or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Voted Bond Fund as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 4. That this ordinance shall take effect from and after the earliest period allowed by law.
