Explanation

 

BACKGROUND: This legislation authorizes the Finance and Management Director to issue a purchase order to Heritage Fire Equipment, LLC to repair Columbus Fire Ladder 32, which is in need of body improvements to replace worn ladder parts including aerial lacing pieces, the bucket yoke, a hydraulic cylinder and the rotation gearbox.  A quote from the manufacturer's authorized repair dealer, Heritage Fire Equipment, LLC, has been received and approved by Fleet Management to commence improvements to the Ladder in order to place it back in service.

Emergency Designation:    This legislation is to be declared an emergency measure so that the improvements to this front-line response apparatus may commence as soon as possible, and avoid any supply chain delays.

 

FISCAL IMPACT:   This ordinance authorizes an expenditure of $127,591.56 for improvements needed on Columbus Fire Division Ladder 32 to place it back in service.  Funds are available within the Fleet Operating Fund, Fund 5200, for such improvements.

To authorize the Director of the Department of Finance and Management to issue a purchase order to Heritage Fire Equipment, LLC for improvements to Fire Ladder 32 in accordance with the universal term contract established for such purpose; to authorize the expenditure of $127,591.56 from the Fleet Operating Fund; and to declare an emergency. ($127,591.56)

 

Body

 

WHEREAS, the Division of Fleet Management needs to complete improvements for Ladder 32 from Heritage Fire Equipment, LLC on behalf of the Division of Fire in accordance with the universal term contract established for such purpose; and

 

WHEREAS, it is necessary to authorize an expenditure of $127,591.56 from the Fleet Operating Fund, Fund 5200, for improvements to Ladder 32; and

 

WHEREAS, an emergency exists in the usual daily operations of the Division of Fire, Department of Public Safety, in that it is immediately necessary to authorize the Director of Finance and Management to issue a purchase order to Heritage Fire Equipment for improvements to Columbus Fire Ladder 32, and for such work on this front line response apparatus to commence as soon as possible and avoid any supply chain delays, all for the immediate preservation of the public health, peace, property, safety, and welfare; now therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management is hereby authorized to issue a purchase order to Heritage Fire Equipment, LLC for the purchase of improvements to Columbus Fire Ladder 32 for the Division of Fire to place it back in service.

 

SECTION 2. That the expenditure of $127,591.56, or so much thereof as may be necessary for the purchase of these improvements, be and is hereby authorized from the Fleet Operating Fund, Fund 5200, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of the ordinance and the City Auditor shall establish such accounting codes as necessary.

SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
