Explanation
Background:  This legislation authorizes the Public Service Director to modify the existing contract with Capital Crossroads Special Improvement District (SID), by an amount not to exceed $50,000.00, for the construction of downtown Wayfinding signage and kiosk mounted pedestrian Wayfinding maps.  The additional work involves installing kiosk's and signage on behalf of the Short North SID within the Short North's boundaries.  This is a public-private partnership involving Capital Crossroads SID (assisting with design, fabrication, and installation), the Short North SID, the Development Department and the Public Service Department.  The Short North SID is providing $50,000.00 in funding in addition to the City funding.
 
This modification is an addition to the original scope of services but is a continuation of the existing work being performed.  The design and fabrication prices will be at original unit costs.
 
Fiscal Impact:  Cash is available in the Streets and Highways G.O. Bonds Fund for the Transportation Division.
 
Emergency action is requested for modification of the existing contract at the earliest possible date to enable the project to be completed during this construction season.

Bonds Fund; to authorize the Public Service Director to modify and increase the existing contract with Capital Crossroads Special Improvement District for the design and construction of Wayfinding Signage improvements for the Transportation Division; and to authorize the Public Service Director to enter into a maintenance agreement with the Short North Special Improvement District to maintain the improvements for the Transportation Division; and to declare an emergency. ($50,000.00)
 
Body
WHEREAS ordinance 1468-2006 passed the 16th day of October, 2006 and Ordinance No. 0214-2007 passed the 5th day of March, 2007, provided $838,000.00 funding for this project and
 
WHEREAS, the need exists to modify the existing contract to provide for design and construction of additional Wayfinding kiosks and signage improvements and
WHEREAS, the need exists to enter into a maintenance agreement for proper care of the various improvements and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that it is immediately necessary that this modification be authorized to provide for timely implementation, thereby preserving the public health, peace, property, safety and welfare; now, therefore;
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the 2008 Capital Improvements Budget established within ordinance 0690-2008 be and hereby is amended due to encumbrance cancellations as follows:

SECTION 2.  That the expenditure of $50,000.00, or so much thereof as may be necessary be and is is hereby authorized to be expended from the the Streets and Highways G.O. Bonds Fund 704, Div. 59-09, Project 530058, OCA 644385, OL3: 6631.
 
SECTION 3.  That the Public Service Director be and is hereby authorized to increase by $50,000.00 the amount of an existing Guaranteed Maximum Cost Agreement with Capital Crossroads Special Improvement District for the construction of downtown Wayfinding Signage improvements for the Transportation Division to a total of $888,000.00 for this agreement pursuant to Section 186 of the Columbus City Charter.
 
SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 5.  That for the reasons stated in the preamble thereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
