Background: This ordinance amends Ordinances 2565-2023, 3065-2024, and 2486-2024. As a result of a change in business ownership, classification, tax identification number, and vendor profile, the principal party shall change from CAP-STONE & Associates, Inc. DBA Stone Environmental Engineering and Science, Vendor 004933, to BREMA Resources, LLC, Vendor 054254. This action is needed in order to transfer the contracts associated with PO411523, PO487391, and PO539166 to the new vendor profile so invoices and payments can continue to be processed in a timely manner.

WHEREAS, it is necessary to amend ordinances 2565-2023, 3065-2024, and 2486-2024, in order to authorize the change from CAP-STONE & Associates, Inc. DBA Stone Environmental Engineering and Science, Vendor 004933, to BREMA Resources, LLC, Vendor 054254, within the ordinances in order to transfer the contracts associated with PO411523, PO487391, and PO539166 to the new vendor profile; and
WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the amendment of Ordinances 2565-2023, 3065-2024, and 2486-2024 and transfer of the contracts associated with PO411523, PO487391, and PO539166 to the new vendor profile to avoid delays with processing invoices and payments associated with this project that is in progress, all for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 1 of Ordinances 2565-2023 and 3065-2024 are hereby amended to recognize a change in a vendor's name from CAP-STONE & Associates, Inc. DBA Stone Environmental Engineering and Science, Vendor 004933, to BREMA Resources, LLC, Vendor 054254, within the ordinances as follows, with additions in underline and deletions in strikethrough:
2565-2023:
SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with CAP-STONE & Associates, Inc. BREMA Resources, LLC for the Hard Surface Program 2024 Project.
3065-2024:
SECTION 1. That the Director of the Recreation and Parks Department be and is hereby authorized to enter into contract with CAP-Stone and Associates, Inc. BREMA Resources, LLC for the Lincoln Park Lighting, Court and Path Additions Project.
SECTION 2. That existing Sections 1 of Ordinances 2565-2023 and 3065-2024 are hereby repealed.
SECTION 3. That Section 3 of Ordinance 2486-2024 is hereby amended to recognize a change in a vendor's name from CAP-STONE & Associates, Inc. DBA Stone Environmental Engineering and Science, Vendor 004933, to BREMA Resources, LLC, Vendor 054254, within the ordinance as follows, with additions in underline and deletions in strikethrough:

SECTION 4. That existing Section 3 of Ordinance No. 2486-2024 is hereby repealed.
SECTION 5. That all other provisions within Ordinances 2565-2023, 3065-2024, and 2486-2024 shall remain the same. This ordinance only amends the vendor’s business classification, tax identification number, and vendor profile associated with 2565-2023, 3065-2024, 2486-2024, and 1951-2025.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
