Explanation
Background:
This ordinance authorizes the Director of the Recreation and Parks Department to enter into a summer youth programming grant agreement with Four Seasons City Farm, a non-profit corporation, in the amount of $100,000.00.
The grant award will be used to expand quality summer programming for youth residing within the City of Columbus geographical boundaries. Funding will support this local, registered 501c3 non-profit organization in providing programming that will fulfill one or more of the following outcomes: improving academic performance and health and well-being; enhancing career readiness and workplace skills; and promoting the understanding and use of non-violent conflict resolution skills. The term of the grant agreement will begin on May 1, 2025, and will end on October 31, 2025. The grant shall be paid to the awardee in advance. City employees lack the needed skills and capacity to provide the services contemplated by the grant agreement that will be provided by Four Seasons City Farm.

Emergency Designation: Emergency action is requested to ensure that the funding for quality summer programming for youth will be made available as soon as possible. Without immediate funding, summer programming would be in jeopardy and may need to be cancelled.
Fiscal Impact: $100,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 to meet the financial obligations of this contract. ($3,450,579.00 in total allocated for Summer Youth Grants)

Body
WHEREAS, it is necessary to authorize the Director of the Recreation and Parks Department to enter into an advance-pay grant agreement with Four Seasons City Farm, a 501c3 non-profit organization, to help fund summer 2025 youth programming in Columbus; and
WHEREAS, it is necessary to authorize the expenditure of $100,000.00 from the Recreation and Parks Operating Fund 2285; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into a non-profit grant agreement with Four Seasons City Farm to provide funding for its summer youth programming which grant period actually began May 1, 2025 and without immediate operational funding assistance the programming will be jeopardized and may need to be cancelled, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the Director of Recreation and Parks is hereby authorized and directed to enter into advance-pay grant agreement with Four Seasons City Farm, a 501(c)(3) non-profit organization, to help fund summer 2025 youth programming in Columbus.
SECTION 2. That, for the purpose stated in Section 1, the expenditure of $100,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized per the accounting codes in the attachment to this ordinance
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That this agreement is awarded pursuant to the relevant provisions of Chapter 329 of City Code relating to the process for awarding not-for-profit grant agreements.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
