Title: To amend ordinance 0162-2021 to change the authorized grant administrator from Columbus City Council to the City Clerk; and to declare an emergency. ($28,500.00)

Explanation

This ordinance amends previously approved ordinance 0162-2021 by modifying the authorized grant administrator.

 

Ordinance 0162-2021 authorized Columbus City Council to enter into a grant agreement with the Legal Aid Society of Columbus in support of the Financial Navigator program. The City has partnered with Legal Aid Society of Columbus to provide financial navigation services in order to help residents understand and connect to new and existing federal, state, and local resources intended for residents who are struggling financially. Following guidance from the City Attorney’s office, this ordinance changes the authorized grant administrator from Columbus City Council to the City Clerk.

 

Fiscal Impact: No additional funding is required to support this change.

 

Emergency action is requested to avoid any delay in the implementation of financial navigation services.

 

Title

To amend ordinance 0162-2021 to change the authorized grant administrator from Columbus City Council to the City Clerk; and to declare an emergency. ($28,500.00)

 

Body

WHEREAS, ordinance 0162-2021 authorized Columbus City Council to enter into a grant agreement with the Legal Aid Society of Columbus in support of the Financial Navigator program; and

 

WHEREAS, the City has partnered with Legal Aid Society of Columbus to provide financial navigation services in order to help residents understand and connect to new and existing federal, state, and local resources intended for residents who are struggling financially; and

 

WHEREAS, following guidance from the City Attorney’s office, this ordinance changes the authorized grant administrator from Columbus City Council to the City Clerk; and

 

WHEREAS, an emergency exists in the usual daily operations of the office of the City Clerk in that it is immediately necessary to designate the City Clerk as the authorized grant administrator to avoid any delay in implementation of the previously appropriated financial navigation services; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That Section 1 of ordinance 0162-2021 is hereby amended to read as follows:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with the Legal Aid Society of Columbus in support of the Financial Navigator program.

 

SECTION 2. That per the action authorized in Section 1 of this ordinance, the expenditure of $28,500.00, or so much thereof as may be necessary, is hereby authorized utilizing existing ACPO006128.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes necessary to revise the funding source for all contract or contract modifications associated with this ordinance to ensure that this purchase is properly accounted for and recorded accurately on the City’s financial records.

 

SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after the earliest period allowed by law passage and approval by the Mayor, or ten days after passage if the Mayor does not approve the same.
