Explanation

This legislation authorizes the appropriation of $350,000.00 to object class 01 to allow for personnel costs for code enforcement officers within the Department of Building and Zoning Services to provide housing law enforcement. This legislation is presented as 30 day legislation.

 

FISCAL IMPACT:  Funding is available within the Neighborhood Initiatives subfund.

 

Title

To authorize an appropriation within the Neighborhood Initiatives subfund in support of additional code enforcement officers within the Department of Building and Zoning Services to provide housing legislation enforcement; to authorize the appropriation of $350,000.00. ($350,000.00)

Body

WHEREAS, in March 2023, City Council announced its Housing For All Initiatives, a 12-piece policy legislative package that seeks to invest in our city through the sustainable development of new affordable housing units, preserve our current housing stock, and ensure the housing market is inclusive of all people, regardless of socio-economic status; and

WHEREAS, these initiatives represent a team effort at City Council to address the problems within our community; and

WHEREAS, proper enforcement measures must be in place to ensure that residents who experience discrimination or mistreatment have an avenue for recourse; and

WHEREAS, these funds are being appropriated to provide funding for personnel costs in the Department of Building and Zoning Services to enforce the initiatives of Housing For All; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Auditor is hereby authorized and directed to appropriate $350,000.00 within the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting code in the attachment to this ordinance.

 

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
