BACKGROUND: The Division of Police desires to purchase a 2011 Chevrolet Tahoe, Police Pursuit Vehicle from a State of Ohio contract to replace a police cruiser to be used by police personnel working in the Emergency Management Unit. Law Enforcement Drug seizure funds have been approved for this purchase.
Bid Information: The State of Ohio established contract RS901410, Index No. GDC050, which expires on 10/31/11 and is an Ohio DAS Cooperative Purchasing contract. City Ordinance #582-87 authorizes its use by City agencies. This contract is with Taylor Chevrolet. Pricing was confirmed by the Division of Police with representatives from Taylor Chevrolet.

Emergency Designation: Emergency legislation is needed to expedite the acquisition of the Chevrolet Tahoe so that the vehicle can be ordered prior to the manufacturer's cut-off date.
FISCAL IMPACT: This ordinance authorizes an expenditure of $28,882.00 from the Law Enforcement Drug Seizure fund for the purchase of a Chevrolet Tahoe vehicle from Taylor Chevrolet. Since this purchase is being made with drug seizure funds, there will be no financial impact on the General Fund operating budget.

To authorize and direct the Finance and Management Director to issue a purchase order for the purchase of a Chevrolet Tahoe from Taylor Chevrolet for the Division of Police in accordance with the terms of the State of Ohio DAS Cooperative Purchasing contract; to authorize the expenditure of $28,882.00 from the Law Enforcement Seizure Fund; and to declare an emergency. WHEREAS, the Division of Police needs to purchase a 2011 Chevrolet Tahoe for replacement of the Emergency Management Unit's cruiser; and
WHEREAS, there is a State of Ohio DAS Cooperative contract for purchase of this vehicle with Taylor Chevrolet; and
WHEREAS, this purchase will be made with Law Enforcement Seizure funds; and
WHEREAS, an emergency exists in the usual operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase this vehicle based on the manufacturer cut-off timeline for the preservation of the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to issue a purchase order to Taylor Chevrolet for the purchase of a Chevrolet Tahoe in accordance with The State of Ohio contract RS901410 as authorized by City ordinance #582-87.
SECTION 2. That the expenditure of $28,882.00, or so much thereof as may be needed, be and the same is hereby authorized as follows:

SECTION 3.
