Explanation
 
BACKGROUND:  An additional appropriation is needed for the High Visibility Enforcement Overtime -2011 Project.  The State of Ohio, Ohio Traffic Safety Office (OTSO) has approved an additional $10,000.00 for two in-car cameras to be used toward reducing alcohol related fatalities.  Ordinance Number 1536-2010, passed in November 2010, authorized City/CPD participation in the project and appropriated funds to cover the sworn personnel overtime costs of the project.
 
The additional funding for the equipment items is also dependent on federal funds from the U. S. Department of Transportation for the Federal Fiscal Year and follows the fiscal year period, October 1, 2010 through September 30, 2011.
 
Emergency Designation:  Emergency legislation is necessary to permit the purchasing process to begin at the earliest time to acquire the equipment for use in the grant period, which ends September 30, 2011.
 
Fiscal Impact:  This ordinance authorizes the appropriation of $10,000.00 from the unappropriated balance of the General Government Grant Fund for the Division of Police to cover equipment costs related to the High Visibility Enforcement Overtime - 2011 Project.  All funds appropriated are reimbursable from the State of Ohio.

WHEREAS, the City of Columbus, Division of Police, has received additional funding for equipment purchases for the High Visibility Overtime - 2011 Project from the State of Ohio, Ohio Traffic Safety Office (OTSO); and
 
WHEREAS, the approved equipment items, two in-car cameras, will be used for work toward reducing alcohol related fatalities; and
 
WHEREAS, an additional appropriation is needed to cover the equipment associated with costs for the High Visibility Enforcement Overtime - 2011 Project; and
 
WHEREAS, the equipment acquisition process needs to begin at the earliest possible time to acquire these items for use in the project period which ends September 30, 2011; and
 
WHEREAS, an emergency exists on the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to authorize an appropriation of $10,000.00 for equipment purchases for the High Visibility Enforcement Overtime - 2011 Project thereby preserving the public peace, property, health, safety and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project period the sum of $10,000.00 is appropriated as follows:

SECTION 2.  That the monies appropriated in the foregoing Section 1 shall be paid upon order of the Director of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 3.       That the reasons stated in the preamble hereto, which is hereby made a part thereof, this ordnance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
