Title: To authorize the Director of Public Utilities to apply for and accept a Hazardous Materials Training and Planning Grant from the Public Utilities Commission of Ohio for the Department of Public Utilities EMS Hazardous Training Program.
Explanation
BACKGROUND:
This legislation authorizes the Director of Public Utilities to apply for and accept, if awarded, a Hazardous Materials Training Grant for the Department of Public Utilities EMS Hazardous Training Program and is administered by the Public Utilities Commission of Ohio (PUCO). These grants are awarded on a reimbursements basis. Upon completion of the training program the grant applicant has to submit their bill / invoice to the PUCO for reimbursement.
The purpose of applying for this grant is to provide funding for training courses for City of Columbus's Department of Utilities personnel involved in the following  areas: Dept. of Transportation (DOT) hazardous materials training; first response awareness; incident command; incident response exercises; and Hazardous material planning.
 
EMERGENCY DESIGNATION:  An emergency designation is not being requested at this time.
FISCAL IMPACT:
There is no fiscal impact at this time. The amount of the grant request will be $85,000 for the training program. The project cost will be apportioned to the following Department of Public Utilities divisions: Sanitary, Stormwater, Water, and Electricity.

WHEREAS, the Public Utilities Commission of Ohio (PUCO) has solicited applications for a grant in accordance with the Hazardous Materials Training Planning Grants Program. This is a reimbursement grant
WHEREAS, it is necessary to apply for and, if awarded, accept said grant, to appropriate and expend the funds; and
WHEREAS, the Director of Public Utilities is required to be authorized by Council to apply for and enter into the grant agreement; to accept the grant money; and appropriate the funds necessary for the grant match; and
WHEREAS, Department of Public Utilities, is requesting that this Council authorize the Director of Public Utilities to apply for the grant and enter into a grant agreement with the Public Utilities Commission of Ohio (PUCO) for a Hazardous Materials Training Grant and Planning Grant Program, at the earliest practical date for the preservation of the public health, welfare, peace, property, and safety; Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Director of Public Utilities, be and hereby is, authorized and directed to apply for and enter into a grant agreement with the Public Utilities Commission of Ohio (PUCO) for the Hazardous Materials Training and Planning Grants Program; and to accept the reimbursable grant if awarded.
SECTION 2.   That the Department of Public Utilities has committed to administer the grant through grant coordination, grant reporting, grant fund pay requests, and contract administration services.
SECTION 3.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
