Explanation
BACKGROUND: This legislation corrects the signing of a three year contract with Franklin County Sheriffs Office for the collection of DNA and Fingerprints as required under section 109.60 of the Ohio Revised Code. This ordinance authorizes the Director of Public Safety to enter into the contract with the Franklin County Sheriff's Office to collect the required DNA and Fingerprints from arrested persons from January 1, 2025 through December 31, 2028. The original contract was signed in January 2025, but was not signed by the City Attorney or authorized by City Council because it inadvertently followed the procurement process for contracts under $50,000.00. Due to the fact that we are seeking a multi-year contract and that monthly costs have since increased, we are seeking the approval of City Council and the City Attorney to enter into a three year contract. A separate ordinance will be processed to encumber funds for this contract.

FISCAL IMPACT: Funds for this contract are allocated from the General Budget. A separate ordinance will be processed to authorize funding for this contract.

To authorize the Director of Public Safety to enter into a three year contract with the Franklin County Sheriff’s Office for the purpose of collection of DNA and Fingerprints as required under section 109.60 of the Ohio Revised Code; and to declare an emergency. ($0.00)
Body
WHEREAS, the Division of Police needs to enter into contract with the Franklin County Sheriff’s Office for the collection of DNA and Fingerprints of certain arrested individuals and to correct the signing process of the contract from January 1, 2025; and
WHEREAS, funds budgeted in the General Fund will be used to pay for these services and will be authorized under a separate ordinance; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, Division of Police, to authorize the Director to enter into a contract with the Franklin County Sheriff's Office for the collection of DNA and Fingerprints so that necessary services may continue uninterrupted, all for the immediate preservation of the public health, peace, property, safety, and welfare; and now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Safety be and is hereby authorized and directed to enter into contract with the Franklin County Sheriff's Office for the collection of DNA and Fingerprints and to correct the signing process of the contract from January 1, 2025 through December 31, 2028.
SECTION 2. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
