Explanation
 
BACKGROUND:  This ordinance authorizes the Finance and Management Director to enter into contract for the Office of Construction Management with Tyevco, Inc., for the renovation of the City Hall break room.  This project is necessary in order to implement the City's security plan for City Hall and other downtown buildings.  The current break room is located in the basement, Room B13.  This contract will renovate the Santa Maria Room, Room 106, to become the new break room.  Upon completion of this renovation, Room B13 will be converted into the headquarters of the Facilities Management Division security operation.
 
Formal bids were solicited and eight companies submitted bids on February 28, 2008 as follows (1 FBE*, 1 AS1+, 1 MBR^):

The Office of Construction Management recommends the bid award be made to the most responsive and responsible and best bidder, Tyevco, Inc.  
 
EMERGENCY ACTION is requested to ensure the renovation of the Santa Maria Room into a break room so that the construction of the Facilities Management Division security headquarters is not delayed.
 
Tyevco, Inc.  Contract Compliance Number 31-1626034, expiration date 01/14/2010.
 
FISCAL IMPACT:  Sufficient funding is available in the Construction Management Capital Improvement Budget, City Hall Renovation project.  The cost of this contract is $64,182.00.

To authorize the Finance and Management Director to enter into contract for the Office of Construction Management with Tyevco, Inc. for the renovation of Room 106 in City Hall, to authorize the expenditure of $64,182.00 from the Construction Management Capital Improvement Fund, and to declare an emergency.  ($64,182.00)
 
Body
 
WHEREAS, it is necessary to update and improve the security of City Hall and other downtown buildings, and
 
WHEREAS, in order to accomplish this, the current break room in Room B13 is to be renovated into security headquarters, and
 
WHEREAS, the break room therefore must be relocated to the Santa Maria Room, Room 106, and
 
WHEREAS, Tyevco Inc. is the most responsive, responsible, and best bidder to complete the renovation of this room, and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Tyevco,  Inc., for the renovation of Room 106 in City Hall, thereby ensuring that necessary security changes throughout City Hall are not delayed, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to enter into contract for the Office of Construction Management with Tyevco, Inc. for the renovation of Room 106 in City Hall, 90 West Broad Street.
 
SECTION 2.  That the expenditure of $64,182.00, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.  
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
