Explanation
This legislation authorizes the Director of the Department of Finance and Management to appropriate Emergency Shelter Grant funds in the amount of $284,518.00, received from the Department of Housing and Urban Development, for the provision of homeless services and to enter into a contract with the Community Shelter Board, Inc. (Contract Compliance Number 31-1181284) for the administration of the City's Emergency Shelter Grant monies.  The application for these funds was approved by council on November 14, 2005 as part of the 2006 City of Columbus Consolidated Plan Action Plan.  The Community Shelter Board will disburse the funds to various providers of the services to the homeless, and will monitor those provider activities.  The Community Shelter Board has been selected because of their history with the city and the homeless community in the coordination of emergency shelter services as well as the Board's established administrative procedures to effectively implement such services.  
 
This legislation is presented as an emergency so that the homeless services can continue to be provided in an effective and timely manner.
 
HUD has allocated $284,518.00 in Emergency Shelter Grant funds to the City in 2006.  This allocation from HUD represents a $1,510.00 decrease from the approved Consolidated Plan budget.  The City also provides funding to the Community Shelter Board from the General Fund and the Community Development Block Grant budgets.
 
 
Title
To authorize the Director of the Department of Finance and Management to appropriate $284,518.00 from the General Government Grant Fund, to enter into a contract with the Community Shelter Board for the provision of homeless services and to declare an emergency.  ($284,518.00)
 
 
Body
WHEREAS, the City has received $284,518.00 in Emergency Shelter Grant funds from HUD under the Stewart-McKinney Act-Emergency Shelter Grant Program for the provision of support services to the homeless; and
 
WHEREAS, the Director of the Department of Finance and Management desires to enter into a contract with the Community Shelter Board, Inc. to disburse the funds to various providers of services to the homeless; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to enter into a contract with the Community Shelter Board, Inc. in order to ensure continued provision of services to the homeless;  Now, Therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That from the unappropriated balance of the General Government Grant Fund, Fund 220 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the year ending December 31, 2006, the sum of $284,518.00 is hereby appropriated to the Department of Finance and Management as follows: Department No. 45-01, Fund Number 220, Object Level One 3, Object Level Three 3337, OCA Code 456084, Grant No. 458084.
 
SECTION 2.  That the Director of the Department of Finance and Management is hereby authorized to enter into a contract with the Community Shelter Board to administer the City's Emergency Shelter Grant funds for the provision of services to the homeless.
 
SECTION 3.  That this contract is awarded pursuant to Section 329.15 of the Columbus City Code, 1959, as amended.
 
SECTION 4.  That the sum of $284,518.00, or so much thereof as may be necessary, is hereby authorized to be expended from the Department of Finance and Management as follows: Department 45-01, Fund Number 220, Object Level One 3, Object Level Three 3337, OCA Code 456084, Grant No. 458084.
 
SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
